The U.S. Army Corps of Engineers (USACE), St. Paul District (MVP) has a requirement for waste disposal at Lock and Dam 4 (LD4). The contractor shall provide all materials, personnel, incidentals, and transportation to deliver and remove 10, 20-yard dumpsters to LD4 located at 420 North Main St. Alma, WI 54610 containing non-hazardous waste consisting of primarily blast media, water and paint chips/dust that will be media blasted from the lock miter gates by U.S. Army Corps of Engineers (USACE) personnel. Delivery of the first 2, 20-yard dumpsters will be on November 30, 2020 before noon Central Time. Thereafter, USACE personnel will call the contractor and within 48 hours of receiving the call, the contractor shall pick up 1 full dumpster and deliver 1 more empty dumpster to the site. We anticipate needing a total of 10, 20-yard dumpsters during the period of performance for this contract. Each dumpster will only be filled with approximately 10 cubic yards of waste material due to weight restrictions on local roads. It is the contractor’s responsibility to dispose of the waste material pursuant to all local, state, county and federal laws. The contractor shall provide proof of proper disposal using chain of custody or scale ticket documentation that shall be provided to the Government upon disposal of each container(s). This procurement is set-aside 100% for Small Business concerns under North American Industry Classification System (NAICS) code 562111; Solid Waste Collection with a small business size standard of $41.5M. This synopsis is not a request for quotes (RFQ), proposals (RFP), or in an invitation for bids (IFB). This is a pre-solicitation notice indicating that a solicitation for a competitive acquisition for the award of one firm-fixed price contract is intended to be issued via Contract Opportunities at beta.SAM.gov (formerly FedBizOpps/FBO.gov) in the near future. The Performance Work Statement (PWS) and all other requirements will be detailed in the solicitation once issued. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Quotes will be due approximately 10 days from the date the solicitation is issued, however, the 10 day time frame is an estimate and subject to change. The definitive quote due date and time will be stated in the solicitation and any associated amendments that may be issued. No CD's or hard copies will be available. Quoters are responsible for checking the referenced page for any update(s) to this Notice. The Government is not responsible for any loss of Internet connectivity or for any vendor’s inability to access the document posted at the referenced website. In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the System for Award Management (SAM). Pursuant to FAR 4.1102, firms must be SAM registered at the time their quotation submitted.
