The U.S. Army Corps of Engineers (USACE), St. Paul District (MVP) has a requirement entitled the Devils Lake 17th Street Ponding project to remedy drainage problems in Devils Lake, ND (Ramsey County). This project is located in the City of Devils Lake, North Dakota, just south of Hwy 2. The work consists of excavating approximately 2 feet in the existing 17th Street Ponding area for a total of 26 acre-feet of excavation. The excavated material will be disposed of on nearby City property. The site is to be topsoiled and seeded following excavation. A small lift station is required which consists of an approximately 15' manhole, two 1,250 gallon per minute electric pumps, and a discharge line across the 17th Street levee/roadway. The North American Industry Classification System (NAICS) code for this action is 237990; Other Heavy and Civil Engineering Construction with a small business size standard of $39.5M. The estimated magnitude of construction is between $1,000,000 and $5,000,000; the contract will require 100% performance and payment bonds. This procurement is set-aside 100% for small business concerns. This synopsis is not a request for quotes (RFQ), proposals (RFP), or in an invitation for bids (IFB). This is a pre-solicitation notice indicating that a solicitation for a competitive acquisition for the award of one firm-fixed price contract is intended to be issued via Contract Opportunities at beta.SAM.gov (formerly FedBizOpps/FBO.gov) in the near future-the solicitation will not be issued less than 15 days from the date of this announcement. The specifications will be detailed in the solicitation once issued. We estimate the solicitation will be advertised early to mid-January 2021. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Bids will be due not less than 30 days from the date the solicitation is issued. The definitive IFB due date and time will be stated in the solicitation and any associated amendments that may be issued. No CD's or hard copies will be available.
