The U.S. Army Corps of Engineers - St. Paul District requires a contractor to provide the parts, cable, equipment, programming, calibration, and labor necessary to replace the Siemens Simatic S70200 Programmable Control Structure (PLC) and two (2) Tilt Sensor modules (Inclinometers) at the Reservation Highway Control Structure, also known as "Reservation Dam." The structure is at the North end of Lake Traverse, on Reservation Highway, eight miles southwest of Wheaton, Minnesota. The current control structure is a pneumatically actuated rubber bladder, installed in 2000. The control structure is divided into two independent gate sections; the 27 meter wide main gate, and the 6 meter wide low flow gate. The gate design features steel skinplates, which are raised and lowered with inflatable bladders located underneath. The system uses a Siemens Simatic S7-200 programmable controller (PLC) to control air flow, as required, to maintain the gate skinplates at the user-designated position. The air compressors and PLC are housed in a concrete control house. The requirements for the new PLC, inclinometers, installation and testing are included in the attached Statement of Work. Interested vendors should contact John Riederer, Contract Specialist by email at John.P.Riederer@usace.army.mil. Please include a capabilities statement, including a statement of how your firm intends to supply the required hardware, install and program the sensors and controller, and calibrate the system. Please include country of origin information about the sensors and controller. Also include information about the SAM registration of the firm, and status as a small business (or small disadvantaged business, 8(a) program, HUBZone, etc.).
