Sources Sought Announcement: Israel Job Order Contract (JOC)
USACE Middle East District seeks market research for a potential Job Order Contract for construction, repair, maintenance, and renovation services at various locations in Israel. The contract would be a firm-fixed-price IDIQ with an estimated ceiling of $50M–$100M, individual task orders from $2,000 to $4M, and a five-year ordering period (2-year base plus three 1-year options). Work will be priced using the Dekel Cost Book with contractor-applied adjustment factors and funded primarily via Foreign Military Financing, with awards and payments in U.S. dollars. Only 100% U.S.-owned firms (or joint ventures of U.S. firms) licensed to do business in Israel are eligible, and performance/payment sureties are required. USACE anticipates issuing the solicitation and awarding in FY2027.
