In accordance with Section 42(c) of the Arms Export Control Act, as amended (22 USC ?2791(c)), the Foreign Military Financing funds made available for this procurement may not be used to award to other than a United States firm, unless an Offshore Procurement (OSP) determination is made by the Director, Defense Security Cooperation Agency. No OSP determination has been obtained for this procurement. Offers from other than United States firms will not be considered for award.This acquisition will be a 100% small business set-aside for the procurement of Shorebox spare parts at the Ras El Tin Naval Base in Alexandria, Egypt. The award will be a single Firm Fixed Price (FFP) Commercial Supply contract. This Request for Proposal (RFP) will utilize FAR subpart 12.1 Acquisition of Commercial Products and Commercial Services combined with FAR subpart 13.5 Simplified Procedures for Certain Commercial Items and be evaluated by Lowest Price Technically Acceptable (LPTA). During the solicitation period, all correspondence with industry will be conducted strictly through the ProjNet (www.projnet.org) website using the bidder inquiry key, BN8U8V-2JBDHP. The cutoff date for submission of inquiries will be 01 December 2024 at 10:00 AM Eastern Time. Offerors will not be able to submit inquiries after this date as the ProjNet system will be shut down. Proposals are due on December 11, 2024, not later than 10:00am U.S. Eastern Standard Time. Proposals received after this date and time will not be accepted.

The U.S. Army Corps of Engineers (USACE) is issuing this Sources Sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support the procurement of spare parts for the Schneider ShoreBox located at the Ras El Tin Naval Base in Alexandria, Egypt. The list of anticipated parts to be procured is located in a separate attachment titled ?Appendix A?. This is a Sources Sought for Market Research purposes ONLY. This is not an Invitation for Bid, Request for Proposal, or Solicitation.As a result of this Sources Sought, the US Government will have a better understanding of industries capabilities in procuring these items. Interested Vendors are also welcomed to advise if any of the noted equipment parts are obsolete and have been replaced by new parts numbers. These new part numbers, if any, shall be included in the vendor?s Statement of Capability (SOC) along with the appropriate technical data. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.
