This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement falls under the Foreign Military Sales (FMS) Case EG-B-HDF and is for the procurement of facility equipment, machinery, and parts for the Egyptian Navy located at the Ras-El-Tin Naval Base in Alexandria, Egypt. This requirement is a 100% Small Business Set-Aside. The associated North American Industries Classification System (NAICS) code for this acquisition is 238210 and the small business size standard is $19,000,000 employees. In accordance with Section 42(c) of the Arms Export Control Act, as amended (22 USC ?2791(c)), the Foreign Military Financing funds made available for this procurement may not be used to award to other than a United States firm, unless an Offshore Procurement (OSP) determination is made by the Director, Defense Security Cooperation Agency. No OSP determination has been obtained for this procurement. Offers from other than United States firms are ineligible for award. The Government reserves the right, however, to seek an OSP determination at any stage in the procurement, if doing so is in the Government?s best interests. Proposals are due no later than 4:00 PM U.S. Eastern Time (ET) on 12 September 2023. Proposals received after this date and time will not be accepted or evaluated unless the Contracting Officer determines otherwise as indicated in FAR 52.212-1(f)(2).*********************************************************************************************************************** The purpose of Amendment 0007 is to clarify an ambiguity related to the Solicitation classification. This Solicitation was posted on June 29th, 2023, in the Procurement Integrated Enterprise Environment (PIEE) system and System for Award Management (SAM) at SAM.gov as a total small business set-aside, therefore Federal Acquisition Regulation (FAR) 52.219-6 Notice of Total Small Business Set-Aside applies and is included in its entirety in the Solicitation. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered non-responsive and will be rejected. FAR Clauses 52.219-6, 52.219-14 and 52.219-33 have been included as they were inadvertently not included in the original Solicitation. FAR Clause 52.212-5 has been updated to include FAR Clause 52.219-33. ProjNet has been reopened and extended as a result of this Amendment and will close on 09 September 2023, at 5:00 PM Eastern Time (ET). Only questions pertaining to this Amendment will be addressed. The proposal due date of 12 September 2023 by 4:00PM ET will not be extended and remains in effect. Proposals received after this date and time will not be accepted or evaluated unless the Contracting Officer decides otherwise as indicated in FAR 52.212-1(f)(2).
