AMENDMENT 1 IS TO ANSWER QUESTIONS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. This solicitation is issued as a Request for Proposal (RFP) W912ER21R0017. The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS) can be accessed on the Internet at https://www.acquisition.gov/. The associated North American Industries Classification System (NAICS) code for this acquisition is 321991 and the small business size standard of 1,250 employees. The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM), is procuring 10 modular classrooms in support of the Iraq Communications School. This action also includes the procurement of support equipment, furniture and materials necessary for an operational communications school. Installation is to be accomplished by others and is not the responsibility of the vendor. The majority of materials to be procured for this contract action are anticipated to be provided from U.S. or Qualifying Countries in accordance the Federal Acquisition Regulation (FAR). However, as this action is funded by Foreign Military Financing, no parts or material shall be procured from prohibited sources. This requirement shall comply with the U.S. regulations as stated in the Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.225-7021. Variations to the equipment and materials specified below are possible providing that the vendor demonstrates that it is equivalent to the specified system and the requirements listed below, and the Contracting Officer approves. No variation will be accepted without these actions. All provisions and clauses are contained on the SF 1449 attached. See attached SF 1449 for instructions to Offerors. It is the responsibility of the Offeror to fully read and understand the requirements of this combined synopsis solicitation. System for Award Management (SAM) All Offeror’s submitting a proposal for this solicitation shall be actively registered in the SAM system in accordance with Federal Acquisition Regulation (FAR) Clause 52.204-7 System for Award Management. Proposal Submittal The proposal must be submitted electronically through the DOD Secure Access File Exchange (SAFE) site located at https://safe.apps.mil/ (Non-CAC Users).
