This project will be constructed within Kuwait Military Complex at Subhan, Kuwait. A firm fixed price contract will be awarded to a prime construction contractor. PROJECT SCOPE: This Design-Build (DB) project consists of the construction of pre-engineered metal building systems consisting of a large open area for warehouse/ storage operations and multiple smaller administrative office locations inside the building. The large warehouse building is approximately 156 x 61 meters and the transfer warehouse is 100 x 30 meters. These planned warehouses will provide air-conditioned and climate-controlled space for storage of material. Both facilities areas require HVAC, power, communication (data & telephone), and utilities. Both warehouses require conduit and cable trays installed as part of this project for a future digital tracking system. Evaluation criteria will be stated in the RFP. This acquisition will result in a single-fixed price construction contract awarded based on BVTO determination. The U.S. Army Corps of Engineers (USACE) Middle East District (TAM) intends to solicit construction firms experienced in working in the Middle East region who are interested in submitting a Firm-Fixed-Price (FFP) offer for this project. TAM is anticipating a Design-Build project at the Kuwait Ministry of Defense (KMOD) Subhan, Kuwait. A FFP contract will be awarded to a prime Design-Build construction contractor. Project Scope: The Contractor shall construct two (2) Logistic Warehouses of Class I and II types (food and clothing, respectfully). These planned warehouses will provide air conditioned and climate-controlled space for storage of materiel. This FMS Case funded project will construct two (2) warehouses along with food storage buildings and supporting facilities to include, related infrastructure, fire protection, electrical distribution, administrative facilities, shelving and racking. The anticipated period of performance is 585 calendar days. The magnitude of the project is between $25,000,000 and $100,000,000. Location: This project is located at Subhan Military Complex, Kuwait. Set Asides and Codes: As the work will be performed outside of the continental United States, no set asides to small business or socioeconomic preference will be given for this solicitation. This effort is classified through the North American Industry Classification System Code (NAICS): 236220 (Commercial and Institutional Building Construction) with a small business size standard of $39.5 million. Proposal Procedures: The Request for Proposal (RFP) will be issued only to prime contractors. Copies will not be released to suppliers, subcontractors and plan rooms. The acquisition will result in the procurement of a single award, FFP, two-step contractor selection, Design-Build construction contract. This contract is part of an overall USACE Acquisition Execution Strategy for Design-Build projects to support Host Nation defense and security requirements under a Foreign Military Sales (FMS) agreement with the Kuwait Ministry of Defense (KMOD) in Kuwait. Evaluation criteria will be stated in the RFP. The Government may include options in the RFP. Submission Requirements: Provide your experience as a Prime Design-Build Contractor completing design and construction of various construction to warehouses. List 2-5 projects that demonstrate your recent experience and ability to perform similar scope and size projects (preferably projects in Kuwait or the Middle East). Include project scope, location, magnitude, reference contact, and date completed or percent complete if still in progress. Similar projects should have a magnitude of at least $25M-$100M and should have been performed within the past five years. See attached Capability Statement format. Provide your capabilities for obtaining Performance and Payment Bonds or other acceptable sureties for this project, if awarded. See FAR Clause 52.228-15. Firms will be required to submit qualifications and Letters of Commitment for the following contractors, subcontractors, or consultants being proposed: Logistics Warehouses structural inspector, project Designer of Record Logistics Warehouses contractor, and third-party inspection firm. The Government will evaluate contractors using a two-step contractor selection process by first qualifying contractors using Technical Approach and Past Performance, then using Financial Surety (Bonding) and Price.
