CONTRACT INFORMATION: The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) is seeking contractors for FY 21 dredging project in Jubail, Kingdom of Saudi Arabia (KSA). The project is for harbor dredging, to include a pier and wharf foundation. Depths will range from 7 to 15 meters. Dredge spoils will be used to create additional land in the same location, and will require construction of a revetment for containment. Additionally, significant landside efforts will be required, primarily construction of a material haul road to support future efforts. The contractor is expected to mobilize and dredge harbor and pier area at location and depth specified in this announcement. Based on the assessment of the responses submitted, the Government will finalize contract type. 2. PROJECT SCOPE: Contractors will be expected to accomplish dredging at the depths indicated in the requirements details. The successful contractor(s) will provide management, labor, materials, equipment and supervision. Draft Requirement details: Harbor dredging of varying depths up to 12 meters, and pier and wharf foundation dredging to 15 meters. Approximate quantities are 2,045,300 cubic meters (2.7M CY). Dredge disposal will be at the same location, with the majority of material requiring to be disposed of approximately 1000 meters away from the dredge areas. Dredge disposal containment will require the construction of a revetment approximately 1200 meters in length. Additionally a material haul road approximately 8 kilometers in length will need to be constructed to support future construction efforts, and smaller portions of material will be required to be placed landside to support future construction efforts. A tentative construction completion date is 671 days. Please reference the attached documents for more detailed specifications. 3. PROPOSAL PROCEDURES: The Government is considering the use of Request for Proposal (RFP) (FAR Part 15) procedures for this project. All other contract methodology will be assessed after market surveillance has been completed. 4. SUBMISSION REQUIREMENTS: The Government is seeking to identify qualified sources under the North American Industry Classification System (NAICS) 237990 (Other Heavy and Civil Engineering Construction) either singly or as part of an assembled team. a. Provide a list of projects completed by your company and demonstrate your recent experience and ability to perform similar scope and size projects in the Kingdom of Saudi Arabia or in other Middle Eastern countries by using the attached Capability Statement format. b. Provide your capabilities for obtaining Performance and Payment Bonds or other acceptable sureties for this project, if awarded. See FAR clause 52.228-15 (provide in capability statement). c.
