The U.S. Army Corps of Engineers, Memphis District on behalf of the Marine Design Center (MDC), intends to initiate an Invitation for Bid (IFB) for the procurement of a steel-hulled deck barge. The barge is intended to be used as a landing for the Ensley Engineer Yard (EEY) maintenance facility, located in Memphis, Tennessee. For this requirement, the contractor shall include, as a minimum, all costs to provide and deliver the following: Using the contract and reference drawings provided in the procurement package, complete the design for production and fabrication of the barge. Fabricate barge in accordance with the specifications of this contract. Test all barge related equipment, systems, piping, and electrical systems. Deliver the completed barge to a designated location. Final Acceptance Demonstrations at the Corps’ designated point of Final Acceptance of the completed barge. A contract level design for the barge will be provided as part of the forthcoming solicitation. Period of Performance will be determined at the issuance of the solicitation. The associated NAICS code(s) is 336611 (Ship Building and Repairing), with a size standard of 1,300 employees. A bid guarantee and payment bond will be required; warranty of supplies /s services and liquidated damages will apply. This acquisition will be procured using the procedures listed in FAR Part 14. The Invitation for Bid Number (IFB) W912EQ25B0002 is intended to be available on or about March 26, 2025, with a bid opening date of April 29, 2025. Hard copies will not be available and written or will fax requests be accepted. The official media of distribution for the IFB is through the Procurement Integrated Enterprise Environment (PIEE), https://piee.eb.mil/, and the System for Award Management (SAM), (https://sam.gov/). The contractor may download the IFB (including any drawings) and any amendments via SAM.gov, on or after the issue date. It is the offeror’s responsibility to monitor the SAM.gov site for any amendments. Interested firms must register at SAM.gov in order to access the solicitation. Contractors not registered in System for Award Management Registration (SAM) database prior to award will not be eligible for award. Contractors may register for SAM online at www.sam.gov or by calling 1-866-606-8220. Offerors are responsible for printing copies of the IFB and any amendments. All offers shall be submitted through PIEE, utilizing the PIEE “Offer Submission Instructions” enclosed in the IFB. All offerors who provide goods and services to the Federal Government must be registered in SAM.gov. Additionally, all Services Disabled / Veterans Owned Business or Veterans Owned Small Business must be registered with the Department of Veterans Affairs Center of Veterans Enterprise Vet Biz Registry located at https://www.vetbiz.va.gov/.
