This is a non-personal services contract to provide for the sandblasting and painting of large-scale projects located at the U.S. Army Corps of Engineers, Ensley Engineer Yard (EEY), 2915 Riverport Road, Memphis, TN 38109 as defined in this Performance Work Statement (PWS). The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform sandblasting and painting of primarily metal substrates as defined in this PWS except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. The USACE, Memphis District intends to award a minimum of three (3) Blanket Purchase Agreements (BPA) from this solicitation. The period of performance for the BPAs will be five (5) years from the effective date.

The U.S. Army Corps of Engineers, Memphis District intends to award a minimum of three (3) Blanket Purchase Agreements (BPA) from this notice. The BPA's will provide sandblasting and painting services of vessels located at the U.S. Army Corps of Engineers, Ensley Engineering Yard (EEY) located at 2915 Riverport in Memphis, Tennessee 38109. Other District may use this BPA to award BPA Calls at the task order level. The solicitation number is W912EQ-23-Q-0030 and is being issued as a Request for Quote (RFQ). This procurement is 100% Set-Aside for Small Business. The associated NAICS code is 336611 with a standard of 1,300 personnel. All responsible vendors may submit a quote, which shall be considered by the agency. The Solicitation will be issued on or about May 31, 2023.
