The work consist of clearing and snagging and channel excavation of Ditch 251 Upper in New Madrid and Pemiscot Counties, Missouri, within the Little River Floodway. The lower approximately 3.5 miles (BL STA 1130+00 to STA 1312+00) will be clearing and snagging only. The remaining upstream reach, approximately 27 miles (BL STA 1312+00 to STA 2727+31) will consist of clearing, snagging and channel excavation. Also, the work consist of furnishing all plant, labor and materials for clearing and snagging, top bank shaping, channel excavation, disposal of excavated materials and seeding and mulching for Ditch 251 Upper Channel Cleanout and any incidental related work according to the specifications and plans. This project is advertised as a Service Disabled Veteran Owned Small Business Set-Aside using sealed bid procedures. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 237990, Other Heavy and Civil Engineering Construction. For the purpose of this procurement to qualify as a small business concern, in addition to being independently owned and operated and not dominate in the field of operation in which it is bidding on Government contracts, the concern must have had average annual sales receipts for the preceding three fiscal years not exceeding $36.5 million. This will be an Invitation for Bid (IFB) for Ditch 251 Upper Channel Cleanout. The total estimated value of this project is between $5,000,000.00 and $10,000,000.00. Solicitation will be issued on/about 11 June 2020 and bid opening date will be on/about 14 July 2020. The resulting contract award will be a Firm-Fixed Price Contract. Offerors must be registered with the System for Award Management (SAM), including the NAICS code they are bidding under, in order to receive a Government contract award and to register, the SAM Internet address is: https://beta.sam.gov.
