The project consists of furnishing all plant, labor and materials for a channel cleanout of the St. Francis River south of Arkansas Hwy. 90 between STA 58+00 and STA 345+00 in Clay County, Arkansas, to include clearing and disposal of debris; 44,060 LF of seepage berm on the west-bank levee between Levee Mile 17 to Levee Mile 28; 36,426 LF of interior drainage; establishment of turf; environmental protection; and any incidental related work. This project is advertised as a Hubzone Set-Aside procurement for small business concerns utilizing sealed bid procedures. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 237990, Other Heavy and Civil Engineering Construction. For the purpose of this procurement to qualify as a small business concern, in addition to being independently owned and operated and not dominate in the field of operation in which it is bidding on Government contracts, the concern must have had average annual sales receipts for the preceding three fiscal years not exceeding $36.5 million. The estimated value of the work is between $10,000,000 and $20,000,000. Solicitation will be issued on/about 23 March 2020 and bid opening date will be on/about 22 April 2020.
