This is a source sought announcement; a market survey for information only, to be used the preliminary planning purposes. This is not a solicitation and no contract will be awarded from this notice. The Memphis District of the US Army Corps of Engineers intends to solicit and award one IDIQ contract to a contractor that can furnish all resources necessary to deliver Rip Rap and crushed stone of various size, per each delivery order, loaded on the contractor furnished barged. The work will be performed on the Mississippi River from River Mile 953.8 to River Mile 0.0, on the Atchafalaya River between River Mile 0.0 and River Mile 125.0 and on tributaries of the Mississippi River, as identified on the delivery order. All mileage will be the mileage's shown in the latest edition of the Flood Control and Navigation Maps of the Mississippi River, which is prepared under the direction of the President, Mississippi River Commission, U.S. Army Corps of Engineers, P.O. Box 80, Vicksburg, MS 39180. It is anticipated that the majority of the stone will be ordered between 1 July and 30 November. The purpose of this sources sought is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: 8(a), Historically Underutilized Business Zones (HUBZone), Service-Disable Veteran-Owned Small Business (SDVOSB), or Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible firms. Small businesses are highly encouraged to participate. The ordering period for this requirement will be 5 years or $25 million, whichever comes first. The North American Industry Classification System code for this requirement is 212319. Small Business are reminded under FAR 52.219-14 - Limitations on Subcontracting that they will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Firm's response to this sources sought shall be limited to 3 pages and shall include the following information: 1. Firm's name, address, point of contact, phone number and email address. 2. Firm's interest in bidding on the solicitation when it is issued. 3. Firm's capability to perform work of providing crushed stone and rip rap by barges on the Mississippi River and tributaries and the Atchafalaya River. 4. Firm's Business Size: Large Business (LB), Small Business (SB), 8(a), HUBZone, Service Disabled Veteran Owned Business (SDVOSB), and/or Economically Disadvantaged Women Owned Small Business (EDWOSB). 5. Firm's Joint Ventures (existing) including Mentor Programs and teaming arrangement information is acceptable. 6. Firm must have a satisfactory past performance record.
