Description: The U.S. Army Corps of Engineers, Memphis District intends to initiate a sources sought notice to gather market research to identify resources available to procure, test, and deliver a new barge for the Memphis District bank grading unit. Upon completion, the barge will be home ported at the Memphis District of the Corps of Engineers. This is a Sources Sought Notice and is for INFORMATION PURPOSES ONLY. This IS NOT a REQUEST for PROPOSALS, QUOTATIONS, or BIDS. Responses to this request will not be returned. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of the Contracting Office to use this information for market research purposes only. The survey is being conducted to determine the interest of industry within NAICS code #336611, and establish that there are adequate Large and/or Small Business (HUBZONE 8(a) or Service Disabled Veteran Owned Small Business) contractors for providing a new barge for the bank grading unit. The Government WILL NOT pay for the provision of any information, nor will it compensate any respondents for the development of any such information. If a formal solicitation is released, it will be via the Federal Business Opportunities (http:www.fbo.gov). The vessel to be supplied shall be a new barge for the Memphis bank grading unit. The barge will be outfitted with a dragline crane used to grade river banks on the inland river system. The Government will furnish the dragline crane to the shipyard for the shipyard to install on the new barge. The characteristics of the new barge to be supplied: • ABS Classed, Maltese Cross A-1 Floating Crane for Rivers and Intra-Coastal Waterways for use as a Government Floating Crane, with Reinforcement B • Other ABS Notations: CRC (Crane Register Certificate) • Length: 130 ft. • Width: 70 ft. • Depth: 12 ft. A contract design will be provided by the Government as part of the solicitation. Successful contractor will be required to complete the final design. The period of performance for the entire contract will be 25 months. The major scope of work includes: • Completion of the final barge design • Procurement of materials (steel, piping, coatings, electrical gear, deck winches and deck fittings) • Fabrication of a new barge • Installation of electrical gear, generators, deck winches, and deck fittings • Coordination with the American Bureau of Shipping (ABS) for inspection and classing of the barge • Installation and integration of the Government furnished dragline crane and its components to the barge • Testing and trials of machinery and electrical systems supplied for the barge • Assisting in operational testing of the dragline crane after installation on the barge • Delivery of the completed bank grading unit barge to the USACE Memphis District, Ensley Engineering Yard, Memphis, TN, Mississippi River, Mile 725 A.H.P. (McKellar Lake) The contractor selected for this procurement must have the ability to obtain bonding in the range of $5 to $10 million. There will be Liquidated Damages associated with the issued contract. Award for this upcoming solicitation will be made no later than September 30, 2019.
