THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation. The U.S. Army Corps of Engineers, Jacksonville District is issuing this sources sought synopsis as a means of conducting market research to gauge the interest, capabilities and qualifications of various members of the Construction Community, to include Small Businesses, as the Government must ensure there is adequate competition amongst the potential pool of responsible contractors. This requirement is for the potential fiscal year (FY) 2026 award of the construction of the S-356E Pump Station, S-334E Spillway, and new segment of the L-29 Levee as part of the Central Everglades Planning Project (CEPP), one of the elements of the Comprehensive Everglades Restoration Plan (CERP). There is no solicitation at this time. This request for capability information does not constitute a request for proposals and submission of any information in response to this market survey is purely voluntary. The proposed project will be a Firm Fixed Price (FFP) contract. The Jacksonville Districts anticipates the issuance of a Request for Proposal (RFP). No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow-up information requested. Project Description: The CEPP South, Contract 2A, S-356E Pump Station and S-334E Spillway project is in western Miami-Dade County at the intersection of the L-29 Canal, the L-30 Canal, and the L-31N Borrow Canal. The structures will be constructed in the L-29 Canal, adjacent Tamiami Trail (US-41), approximately 1/4 mile east of the existing S-334 Spillway and the temporary S-356 Pump Station. The project work includes excavation, dewatering, blasting, and construction for a new levee system, a new pump station structure, a new spillway structure, and new bulkhead walls. These new project components are constructed east of the existing S-356 pump station and S-334 spillway. The overall site is approximately 20 acres. Specific project components include the following items and incidental related work: A new levee system located along the northern side of the project site, approximately 1,600-feet long, with a crest width of 16.0 feet with 3H:1V side slopes. A new pump station structure has a total pumping capacity of 1,250 cfs that consists of four (4) 250 cfs diesel motor driven pumps and two (2) 125 cfs electric motor driven pumps, superstructure, substructure, service bridge, and vehicle access ramps. A new spillway structure with a design capacity of 1,200 cfs with two (2) bays, vertical lift roller gate, and a service bridge. Both structures will have an anchored steel pile bulkhead wall located at the intake bay and discharge of the pump station The installation of rip rap slope protection along the canal banks and canal bottom of the L-29 canal. Specific Project Challenges: 1. The primary challenge associated with CEPP South, Contract 2A is limited access to the project site, which must be managed and maintained at all times. The project site is accessible by crossing the existing S-334 spillway structure to U.S. 41 (Tamiami Trail), as such, prospective contractors must take into account not only the limited access but management of traffic throughout the project duration to ensure the safety of the general public and those performing the associated work. 2. In addition to the limited access, there is ongoing widening work being conducted on multiple segments of U.S. 41. USACE is working to obtain the appropriate Comprehensive Everglades Restoration Plan Regulation Act (CERPRA) permit from the Florida Department of Environmental Protection (FDEP), however the construction contractor will be responsible for obtaining any additional permits from the FDEP and the SFWMD for water use authorization and stormwater discharge during construction. The work will require the simultaneous management of organic excavation and embankment material placement in the wet, within a wetland area. The work will require surface and groundwater management to ensure proper construction occurs per project specifications. 3. Requisite work will require excavation of muck and blasting of rock and require importing material from off-site to construct the project. The pump station and gated spillway structure will require construction of cofferdams and significant dewatering to maintain a dry working surface on the cofferdams interior for construction of these mass concrete structures. The Estimated Magnitude of construction is between $250,000,000 and $500,000,000. The estimated period of performance for the base contract is 2,871 calendar days from receipt of the date of Notice to Proceed. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this project is $45.0 million. Firm’s response to this Synopsis shall be limited to 10 pages and shall include the following information: 1. Firm’s name, address, point of contact, phone number, website, and email address. 2. Firm’s interest in submitting a proposal on the solicitation when advertised. 3. Firm’s capability to perform a contract of this magnitude and complexity (include firm’s capability to execute comparable work performed within the past 10 years from the date of this Sources Sought. Firm should provide at least two examples which, at a minimum, include the following: Brief description of the project Customer name Timeliness of performance Customer satisfaction Dollar value of the project Emphasis should be on successfully completing projects that include: Construction of pump stations and gated spillway structures Construction of earthen levees and embankments Blasting of rock material Construction in canals while maintaining water flow Construction of mass concrete structures Management of surface and groundwater in areas that experience on average greater than 50 inches of rain annually and groundwater is at or within three (3) feet of the surface. 4. Firm shall identify their Small Business classification and Small Business Size. If significant subcontracting or teaming is anticipated in order to deliver technical capability, firms should address the structure of such arrangements to include Joint Venture information, if applicable – existing and potential. 6. Firm’s Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company. 7. Firm’s responses to the following technical questions: What methods would your firm use to remove the muck material to construct the new L-29 levee? Has your firm constructed any pump stations >500 cfs in central or south Florida? Has your firm constructed any gated water control structures in central or south Florida? Does your firm see any specific challenges to construct the two connected cofferdams for S-356E and S-334E? How would your firm manage installation of tremie slab grout anchors submerged inside a cofferdam? How does your firm plan to stage construction for this project? How would your firm manage site drainage to facilitate foundation preparation and embankment construction during the wet season? How would your firm manage the complete and continuous excavation of organic material in the wet, to provide a clean foundation for the levee construction while placing embankment materials? How would your firm approach control of surface water or groundwater in this contract? Does your firm believe the period of performance is reasonable? Does your firm anticipate supply chain issues? How will your firm adequately supply labor for the project? What concerns does your firm have relating to material prices throughout the duration of this project?
