SOLE SOUCE ANNOUNCEMENT-Notice of Intent for Sole Award-ECHO81, LLC. 1. Description of Service a. Through a firm-fixed-price Blanket Purchase Agreement (BPA), ECHO81, LLC as the authorized service provider shall provide services to include installation, calibration and repairs that are 100% covered by manufacturer warranty on R2Sonic and Edgetech equipment, that are owned by USACE Jacksonville District, Florida. b. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items to perform all services as defined in the Performance Work Statement except for those items specified as government furnished. 2. 10 USC 2304(c) (1) or 41 USC 253(c) (1); FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. 3. Reason for Sole Source R2Sonic is a USA manufacturer of multibeam systems with headquarters in Texas. Edgetech is a USA manufacturer of interferometer systems with headquarters in Massachusetts. Equipment diagnostics, calibrations, certifications, and repairs can only be coordinated by their respective authorized service provider, namely ECHO81 LLC. ECHO81 LLC is the only firm in North America that is an authorized vendor in support of R2Sonic and Edgetech equipment. 4. No solicitation package will be issued. This Notice of Intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 PM Eastern Time on June 06, 2023. Inquiries will only be accepted via email to Glenn.I.Jenkinson@usace.army.mil and CC Gerald.L.Garvey@usace.amry.mil. No telephone requests will be honored. 5. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
