THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation. The U.S. Army Corps of Engineers, Jacksonville District is issuing this sources sought synopsis as a means of conducting market research to gauge the interest, capabilities and qualifications of various members of the Construction Community, to include Small Businesses, as the Government must ensure there is adequate competition amongst the potential pool of responsible contractors. This requirement is for the potential fiscal year (FY) 2023 award of the construction of the C-23/C-24 North Reservoir as a part of the Indian River Lagoon - South Project. The C-23/C-24 North Reservoir contract includes a reservoir designed to hold approximately 33,000 ac-ft of water with an embankment height of approximately 29 feet above the average existing elevation. There is no solicitation at this time. This request for capability information does not constitute a request for proposals and submission of any information in response to this market survey is purely voluntary. The proposed project will be a Firm Fixed Price (FFP) contract. The Jacksonville Districts anticipates the issuance of a Request for Proposal (RFP). No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow-up information requested. Project Description: The North Reservoir is in St. Lucie County adjacent to the C-24 Canal within the northwestern portion of the C-24 drainage basin. The North Reservoir is bounded by the C-24 Canal on the east and a mix of wetlands, agricultural lands, and livestock grazing lands that have sparsely distributed residents along the northern, southern, and western boundaries. The project area is approximately 3.8 square miles. The embankment perimeter is 8.4 miles, and the embankment height is approximately 29 feet above the average existing elevation. The North Reservoir is designed to hold 32,677 ac-ft of water at Normal Full Storage Level. The Normal Full Storage Level is EL. 38.5 feet North American Vertical Datum of 1988 (NAVD88). The embankment crest is EL. 51.0 feet NAVD88. The embankment is earth fill with a soil cement bentonite cutoff wall. Soil cement is used on the interior slope to provide against soil erosion. The embankment contains a blanket drain with a two stage filter at the seepage collection pipe. The work includes construction of a paved permanent access road from SR70. There is South Florida Water Management District (SFWMD) property between the embankment and the C-24 canal that can be used for staging. The work includes construction of the following major structures. One seven foot diameter High Density Polyethylene (HDPE) sag culvert. This structure is encased in concrete under the embankment, runs under the C-24 canal, and connects to an existing pipe at the Stormwater Treatment Area (STA) on the east side of the canal. One pump station with 650 cfs total capacity with associated intake canal from the C-24 canal. One combination discharge structure and emergency spillway. This consists of a gated tower with weir openings for emergency use. Normal and emergency discharges are through two 7 foot by seven foot concrete box culverts running under the embankment into a discharge canal to the C-24 canal. Three 6 foot by 6 foot concrete box culverts to provide access across the seepage canal. The two culverts near the C-24 canal on the north and south also control the water level in the seepage canal with a weir plate. One 6 foot diameter HDPE pipe to provide access across the PC-37 canal. The culvert also controls the water level in the PC-37 canal. One fixed weir and one bridge to provide access and water level control for the Raulerson Ditch. Specific Project Challenges: The work will be performed in a rural area of St. Lucie County, Florida approximately 12 miles west of I-95 at Fort Pierce and 20 miles northeast of Okeechobee. The work will require significant surface and groundwater management for the duration of construction to ensure proper construction occurs per project specifications. USACE will obtain the appropriate Comprehensive Everglades Restoration Plan Regulation Act (CERPRA) permit from the Florida Department of Environmental Protection (FDEP), however the construction contractor will be responsible for obtaining additional permits from the FDEP and the SFWMD for water use authorization and stormwater discharge during construction. Work will require the excavation and processing of several million cubic yards of material to be used as embankment fill. Embankment dam internal drainage features will have very specific criteria and will require importing material from off-site. The full interior and crest of the embankment dam will be covered with soil cement. Aggregate for soil cement will be obtained from off-site sources The work will also require construction of a cutoff wall that will vary in total height, but is approximately 20 feet above grade to 35 feet below grade. The gated outlet work structure as well as the inflow pump station will require construction of cofferdams and significant dewatering to maintain a dry working surface on the cofferdams interior for construction of these mass concrete structures. The contractor must be able to provide as-builts of the finished work acceptable to the Government. The Estimated Magnitude of construction is over $500,000,000. The estimated period of performance is 2,700 calendar days from receipt of the date of Notice to Proceed. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this project is $39.5 million. Firm’s response to this Synopsis shall be limited to 10 pages and shall include the following information: 1. Firm’s name, address, point of contact, phone number, website, and email address. 2. Firm’s interest in submitting a proposal on the solicitation when advertised. 3. Firm’s capability to perform a contract of this magnitude and complexity (include firm’s capability to execute comparable work performed within the past 10 years from the date of this Sources Sought. Firm should provide at least two examples which, at a minimum, include the following: Brief description of the project Customer name Timeliness of performance Customer satisfaction Dollar value of the project Emphasis should be on projects that included (1) construction of soil cement bentonite cutoff wall (2) construction of earthen embankments (3) construction of soil cement, (4) construction of mass concrete structures and (5) management of surface and groundwater in areas that experience on average greater than 50 inches of rain annually and groundwater is at or within three (3) feet of the surface. 4. Firm shall identify their Small Business classification and Small Business Size. If significant subcontracting or teaming is anticipated in order to deliver technical capability, firms should address the structure of such arrangements to include Joint Venture information, if applicable – existing and potential. 6. Firm’s Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company. 7. Firm’s responses to the following technical questions: What methods would your firm use to construct the S-425 structure across the C-24 canal in the wet? Has your firm constructed any cutoff walls in central or south Florida? Does your firm see any specific challenges to construct the soil cement bentonite cutoff wall? Does your firm anticipate problems with placement of soil cement over the geocomposite drainage layer? How does your firm plan to stage construction and protect embankment left exposed? What capabilities does your firm have for processing soil material? How would your firm manage site drainage to facilitate foundation preparation and embankment construction during the wet season? How would your firm approach control of surface water or groundwater in this contract over the long term? Will protection of the sand filter present any logistical issues for the cutoff wall construction? How will your firm protect the sand filter from vehicles tracking in unsuitable soil? Does your firm believe the period of performance is reasonable? Does your firm anticipate supply chain issues? How will your firm adequately supply labor for the project? 8. Project Labor Agreement (PLA) - On 4 February 2022, an Executive Order (EO) was issued requiring large construction projects valued at $35 million or larger to utilize PLAs. The EO mandates that all contractors and subcontractors be a party to a labor agreement with one or more labor organizations. Due to the magnitude of this project, the EO is applicable to this acquisition. Although the EO has not yet been incorporated into the Federal Acquisition Regulation (FAR), it is likely that by the time this requirement is solicited, PLAs will be required. As such, this Sources Sought Synopsis seeks to determine the potential impacts of PLAs on this project. Please provide feedback regarding how the requirement for a PLA will impact your interest in submitting a proposal in response to the planned solicitation.
