SUBJECT: Canaveral Lock Painting and Other Repairs, Brevard County, Florida --- W912EP19R0015 DESCRIPTION OF WORK: This project consists of sandblasting and painting of the Eastern Gates (Gate 1 and Gate 3) of the Canaveral Lock. The East Gates are 25 feet high and each are carbon steel sector gates with a coal tar epoxy coating. To proceed with the repairs and rehabilitation, the East Gates are required to be dewatered using dewatering trusses and pumps. Gate appurtenances including fenders, cathodic protection system, and manatee protection system will be removed for coating and reinstalled. A containment system must be designed and implemented to control temperature and humidity during coating operations. Other work includes repairs to the impressed current cathodic protection system, replacement of gate seals, coating of embedded metals and sheave blocks, and minor metalwork repairs to sector gates. The contractor shall be required to commence work under this contract within 35 calendar days after the date the contractor receives notice to proceed and complete the entire work ready for use not later than 98 calendar days. PROPOSAL REQUIREMENTS: Award will be made to the offeror whose proposal represents the best value to the government utilizing Lowest Price Technically Acceptable (LPTA) source selection procedures. Proposals will be evaluated in the areas of Demonstrated Corporate Technical Experience, Past Performance, and Price. Magnitude of construction is between $3,000,000.00 and $8,000,000.00. ALL RESPONSIBLE SMALL BUSINESS OFFERORS ARE ENCOURAGED TO PARTICIPATE. The solicitation will be issued on or about July 15, 2019 with a response date a minimum of 30 days after issuance.
