A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The US Army Corps of Engineers, Jacksonville District, intends to negotiate on a noncompetitive, sole source basis, under the authority of FAR 6.302-1(a)(2) "Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements", to Geosystems, LP, to serve as the expert consultant for seepage barrier construction. This service will be delivered to the Jacksonville District, USACE. NAICS Code is 541330, and size standard is $15 Million. The Contractor will provide technical support corresponding to seepage barrier construction, including assisting the Government in evaluating performance requirements, advising on submittal reviews, and test data. The Contractor may answer general questions about specialty construction methods, seepage barrier mix designs, and/or effects of specific geologic conditions on seepage barrier construction. The sole source determination is based on Geosystems, LP being the only eligible company that can deliver the desired expertise without resulting in substantial duplication of costs to the Government that is not expected to be recovered through competition. This Notice of Intent is NOT a request for competitive proposals. Parties may express their interest; accompanied by supporting literature, to the Contracting Officer no later than 16 AUGUST 2019, 1500 EST. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
