The U.S. Army Corps of Engineers, Rock Island District, is conducting a sources sought/request for information for the Upper Mississippi River Restoration Quincy Bay Habitat Rehabilitation and Enhancement Project – Stage 1, located in Adams County, Illinois, adjacent to Quincy within Pool 21. Stage 1 includes mechanical dredging for overwintering and access habitat, topographic diversity placement, bank stabilization on Cedar Creek, and river training structures, with about 260,000 cubic yards of excavation over roughly 16,000 feet and 1,100 tons of RR3 stone for bank stabilization. This is market research only to assess qualified contractors and possible small business/socioeconomic set-aside potential under NAICS 237990, Other Heavy and Civil Engineering Construction, with a $45 million size standard. The Government is considering using an RFO FAR 14 Invitation for Bid, and interested firms would need to demonstrate relevant experience, capability, and responsibility. Construction is expected to be performed primarily during 2028.
