The U.S. Army Corps of Engineers, Rock Island District is seeking System for Award Management (SAM) database registered businesses for a Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the execution of services primarily consisting of but not limited to: preparation of construction solicitations for design-bid-build (100% complete design) projects; concept level designs and engineering feasibility studies; site investigation/assessment of existing conditions; value engineering services; engineering services during both contracting and construction (shop drawing review, site inspection, etc.); construction cost estimates and schedules; construction quality assurance support; and technical studies/analysis in support of design for new construction and renovation. Other A-E support services may include civil site layout; geotechnical studies; design for the renovation of existing minor facilities; environmental compliance; National Environmental Policy Act (NEPA) documentation; and utility investigations. Projects outside the primary mission area of responsibility may be added at the Government's discretion upon agreement of the A/E firm. The Contracting Agency/District is the U.S. Army Corps of Engineers, Rock Island District, Contracting Office. This contract is being procured in accordance with the Brooks A/E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiations based on demonstrated technical competence and qualifications for the required services. This contract will have a five-year base ordering period and five, one-year option periods.
