The U.S. Army Corps of Engineers (USACE) Rock Island District intends to issue a 2-Phase Design-Build solicitation for a single Firm-Fixed-Price, construction contract to provide one (1) new administr... The U.S. Army Corps of Engineers (USACE) Rock Island District intends to issue a 2-Phase Design-Build solicitation for a single Firm-Fixed-Price, construction contract to provide one (1) new administrative/visitor center at Lake Red Rock as well as one (1) new administrative building and one (1) new maintenance building at Saylorville Lake in Iowa. The solicitation is expected to be available on or about 20 January 2023. Key aspects of this project include, but are not limited to: Design and construct three (3) new facilities at two (2) site locations in accordance with UFC 1-200-2 High Performance and Sustainable Building Requirements and applicable Federal, State, and local requirements: Administration Building/Visitor Center at Lake Red Rock, IA Administration Building at Saylorville Lake, IA Maintenance Building at Saylorville Lake, IA. In Phase One, the Government will evaluate the performance capability of offerors in accordance with the criteria described in the solicitation and will down select to a target of 3 and a maximum of 5 most highly qualified contractors to compete in Phase 2. During Phase 2 the down selected contractors will provide a technical solution and a price proposal. The contract will be awarded based upon a Best Value Trade-Off process. The solicitation will include a detailed list of Evaluation Factors and will provide instructions for Proposal Requirements and the Basis for Award. The estimated magnitude of this project is between $25,000,000 and $100,000,000. The estimated performance period for completion of construction is 730 calendar days from Notice to Proceed (NTP). Interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/. If the offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity.
