The cover letter stated: Complete and submit the Technical Capability Statement and Past Performance Questionnaire per clause 52.212-2. This was an error, and it should have stated, " The award will be made to the responsive, responsible vendor capable of providing the requirements at the lowest price to the Government." Clause 52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021) has been updated. In addition, the actual pre-solicitation number is W912EK22T0071. W912EK22T0069 was put in error. The Contractor shall provide all manpower, labor, equipment, transportation, fuel, tools, supervision and other items and services necessary to conduct turf restoration at a campground which includes: site preparation, topsoil, seedbed preparation, fertilizer, hydro-seeding, and seed mixture.
