LLA Navigation Lock Switchgear
The U.S. Army Corps of Engineers plans a best-value tradeoff RFP for a single firm-fixed-price construction contract, set aside for small businesses, to replace medium- and low-voltage switchgear, motor control centers, a 4,160/480-V 1,000 kVA transformer, controls, cable trays/conduits, and related demolition at Lower Granite Dam in Pomeroy, Washington. Work is anticipated in 2028 and 2029, with cutover power construction completed during the 2028 and 2029 navigation lock outages. The solicitation is expected to post on SAM.gov in mid-to-late November 2026, a site visit will be offered about two weeks after posting, and award is anticipated in early-to-mid March 2027. The contract will require 100% performance and payment bonds, EM 385-1-1 safety compliance with an SSHO, and a CQC system with an on-site CQC manager. Foreign nationals need approximately four weeks for site-visit security clearance and must obtain clearance before site access.
