Lower Monumental PH HVAC System Upgrade
The work is located at the Lower Monumental Dam Powerhouse in Kahlotus, Washington, and will be awarded as a single firm-fixed-price construction contract under a Lowest Price Technically Acceptable (LPTA) process. The project involves modernizing the HVAC system to use river water for heating and cooling, providing ventilation and pressurization for occupied spaces and fire smoke exclusion, and upgrading to a modern electronic control system. The contractor must implement a comprehensive Contractor Quality Control (CQC) system, including a full-time on-site CQC System Manager with specific experience and training. Large businesses must submit a small business subcontracting plan, and 100% performance and payment bonds are required. Offerors must be registered in SAM prior to award.
