The US Army Corps of Engineers, Walla Walla District is seeking interested business sources for a service contract entitled: Lower Granite Hazardous Waste Removal and Disposal. The contractor will remove and dispose of hazardous and nonhazardous waste from Lower Granite Lock and Dam (Lower Granite) and U.S. Army Corps of Engineers (USACE) owned land, in Pomeroy, WA This will be a firm-fixed-price supply contract. The North American Industry Classification System (NAICS) code for this project is 562211 Hazardous Waste Treatment and Disposal, and the associated small business size standard is $47 Million. This sources-sought notice is a tool to identify businesses with the interest in and capability to accomplish the work. Please respond only if you intend to propose on this project when it is solicited in the future. This is not a solicitation. Responses to this Sources Sought notice should include the following information: Indicate your company’s ability to remove and dispose of hazardous and nonhazardous waste detailed below. The company’s cage code and Unique Entity ID (UEI). Clearly confirm that your company business size as Large Business, Small Business, and if applicable, designation as HUBZone, 8(a), Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Business. This Sources Sought notice is for market research and planning purposes only and is not to be construed as a commitment by the Government to pay for information submitted in response to this request. No reimbursement will be made for any costs associated with providing information in response to this notice. Respondents will not be notified of the results of the market analysis and debriefings will not be available. Your response to this notice must be received on or before 3:00 pm (local time) on 21 June 2024. Summary of Scope of Work: SCOPE OF WORK: The contractor must be a full-service vendor capable of furnishing supplies necessary for the removal and disposal of various hazardous and nonhazardous waste generated at the Lower Granite. The Contractor must also be able to provide characteristic analysis and determinations for removal and disposal. Contractor shall provide waste profiles for each independent waste stream. Location of Waste: Lower Granite is in Pomeroy, Washington, off Almota Ferry Rd, Pomeroy, WA 99347. The waste is in various locations (see Table 1: Estimated Workload) inside the secured perimeter of Lower Granite Lock and Dam. Period of Performance: All work under this scope shall be completed within forty-five (45) days following contract award. Hours of Operation: Pickup shall be accomplished between the hours of 0800 to 1600 Monday thru Thursday. No work will be permitted on Fridays, Saturdays, Sundays, and Federal holidays. The Contractor will not be reimbursed when the Government facility is closed for holidays or when due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor shall coordinate with a date and time for pickup of the waste with the Environmental Compliance Coordinator at Lower Granite, not less than 48-hours prior to arrival at Lower Granite. The Contractor must provide a copy of the draft Uniform Hazardous Waste Manifest (UHWM) to the Government representative via e-mail. DIRECT AND INDIRECT COSTS: All costs incurred by the Contractor related to the performance of contract work is the responsibility of the Contractor. SPECIFIC TASKS: The principal components of work include providing all transportation, equipment and labor for the removal and disposal of the following waste from Lower Granite Lock and Dam to an approved disposal facility. Crew, rigging, tools, and equipment will be provided by the contractor. Table 1: Estimated Workload SEE ATTACHED ESTIMATED WORKLOAD TABLE ATTACHMENT CONTRACTOR RESPONSIBILITY: The Contractor is responsible for ascertaining the extent to which these regulations affect the operations resulting from the contract and to comply therewith. The Contractor shall meet all the applicable regulations. All waste handlers/transporters and transportation vehicles must have current EPA, DOT or OSHA training, certifications and/or licenses which applies to the type of materials being handled/transported. The Contractor is responsible for the immediate cleanup which results from the miss-handling of the waste materials, packaging related materials left behind at the waste-pickup site or releases from improperly maintained equipment. The contractor and its subcontractors possess and will maintain all permits, licenses, certificates, and approvals necessary for the performance of services associated with this service contract. The transportation and disposal of waste materials shall be in accordance with all applicable local, state, and Federal regulations in effect at the time of contract execution. The contractor and associated waste treatment storage and disposal facility (TSDF) shall be permitted and approved by the U.S. Environmental Protection Agency (EPA) and all applicable state and local environmental regulatory agencies to transport, handle, test, receive, treat, store, recycle, refurbish, dechlorinate, landfill, or incinerate waste. Following the loading of waste on the Contractor’s vehicle and departure from the Government site, title, responsibility, and risk of loss for the waste shall pass from the Government to the Contractor, and the Contractor shall defend, indemnify, and hold the Government harmless for any subsequent damage, expense, loss, fines, or other liability connected with the waste, including but not limited to adverse effects on the environment.
