The U.S. Army Corps of Engineers (USACE), Walla Walla District is seeking sources for a project entitled Electronic Security System (ESS). The ESS service will occur at the Headquarters Building, Walla Walla, WA. This will be a firm-fixed price contract. The North American Industry Classification System (NAICS) code is 541990 All Other Professional, Scientific and Technical Services and the associated small business size standard is $19,500,000. Anticipated contract award July 2023. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. Only firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. Please do not respond to this notice unless you intend to respond to the solicitation. A) A list of current or past projects demonstrating technical experience with work of a similar nature to that listed in the Summary Scope of Work. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. B) A reference list for each of the projects submitted in A) above. Include the name, title, phone number, and email address for each reference. C) Provide a statement of your firm’s business size (HUBZone, Service Disabled Veteran Owned, 8(a), small disadvantaged, or woman-owned) with regards to the NAICS code listed above. D) Provide a statement that your firm intends to submit an offer on the project when it is advertised. E) CAGE Code and Unique Entity ID number. F) Provide documentation of Honeywell certification. Summary Scope of Work: The intent of this action is to provide a complete maintenance and service contract for the ESS, along with select expansion and repair, for the U.S. Army Corps of Engineers Walla Walla District (CENWW) Headquarters (HQ) and Annex sites. The ESS is to maintain 24-7 operability to ensure continuous protection and monitoring of CENWW facilities, personnel, and property resources. The CENWW ESS program consists of: Access Control Systems (ACS), an Integrated Commercial Intrusion Detection System (ICIDS), Closed Circuit Televisions (CCTV) integration a Video Surveillance System (VSS), HID card readers, and Network Video Recording (NVR). The Contractor must be Honeywell certified for the duration of the contract and provide Honeywell certified maintenance technician(s) to perform maintenance and service along with select expansion and repair requirements for CENWW.
