The US Army Corps of Engineers, Walla Walla District is seeking interested business sources for a construction project entitled: Lower Granite GSU Transformers Gasket Replacement and Oil Conditioning. The construction will occur at Lower Granite Dam in Garfield County, Washington. This will be a firm-fixed-price construction contract. The magnitude of construction is estimated to be between $1,000,000 and $5,000,000. 100% performance and payment bonds will be required. The North American Industry Classification System (NAICS) code for this project is 237990 and the associated small business size standard is $39.5 million. This sources-sought notice is a tool to identify businesses with the interest in and capability to accomplish the work. Please respond only if you intend to propose on this project when it is solicited in the future. This is not a solicitation. Responses to this sources sought notice should include the following information: A) A list of at least five (5), no more than eight (8), project examples demonstrating relevant experience in disassembly, oil processing, and re-assembly of Class II power transformers like work described in in the Summary Scope of Work. Submitted projects must be similar in price to the magnitude stated above. 1. For each project submitted, provide a brief narrative statement of the work involved, type of transformer (i.e., shell or core form), how it relates to the described herein and your firm’s role in the project, the dollar value, and the completion date. 2. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. B) A reference list for each of the projects submitted in A) above. Include the name, title, phone number, and email address for each reference. C) A statement of your firm's ability to self-perform a majority of the project (50% or more). If subcontracting, state what percentage overall will be sub-contracted and what portions of the work would be subcontracted. D) Provide a statement of your firm’s business size status (Large, Small, HUBZone, Service Disabled Veteran Owned, 8(a), small disadvantaged, or woman-owned) with regard to the NAICS code listed above. E) Provide a statement that your firm intends to submit an offer on the project when it is advertised. F) Provide a statement of your firm’s bonding capacity. Summary of Scope of Work: Lower Granite T1 and T2 GSU transformers (6 total) have been in service since the 1970’s. GSU transformer Banks T1 and T2 were manufactured by Westinghouse in 1975 and 1978 respectively. They are three winding, single-phase transformers. These transformers are leaking insulating oil and a one has elevated dissolved gasses in the oil. The scope of work is to drain insulating oil, replace gaskets and process oil prior to refilling the transformers. More specifically the following will be completed: • Disconnect the conductors from the HV bushings • Disconnect the low-voltage flex connectors and low-voltage housing • Perform oil analysis including oxidation inhibitor content • Inspect valves and ancillary devices on all transformers and identify any issues • Perform initial electrical testing • Drain the oil from the transformer into Contractor provided storage tanks, and purge the transformer with dry-air. • Perform an internal inspection of the transformer, particularly the DETC. • Remove parts of the bus support structures as required to allow for removal of radiators. • Perform transformer refurbishment work and transformer reassembly in place. o Use telehandler or cantilever lifting beam to remove the radiators from all transformers, blank off and pressurize radiators, blank off transformer holes. o Perform pressure test and inspection on radiators for leaks and/or plugs. o Use a crane to remove the HV bushings and replace the gaskets o Replace all gaskets on bolted connections o Use a crane to install HV bushing on each transformer o Replace the low-voltage flex connectors and expansion bellows between isophase bus enclosure and bushing housing on Bank T1 transformers o Replace the transformer thermo wells with Qualitrol thermowells • Install DGA monitor, including all wiring, tubing, piping, and valves • Verify the tightness of all bolted connections • Process and degas the oil prior to transformer filling. This will require an oil processing trailer to be located adjacent to the transformer bank. • Dry out the transformer using high vacuum with hot liquid circulating if required • Pressure test transformer, perform vacuum treatment and hot oil-filling. Add oxidation inhibitor based on the oil test results. • Perform final electrical testing of the transformer • Re-install the portions of LV bus structure • Perform transformer pre-operational tests and inspections • Re-install LV flexible connectors, expansion bellows and the LV bushing housing • Reconnect the HV bushings conductors • Clean the transformer and surrounding area. • Perform final inspection, operational testing and commissioning on all transformers Work will have to be completed in precoordinated outage windows. All on-site work shall be performed in accordance with the Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). The Contractor will be responsible for establishing and managing an effective on-site Safety and Health program in accordance with EM 385-1-1 that will require the development and submission of a comprehensive project specific Accident Prevention Plan for Government acceptance. In addition, the Contractor will be required to develop and submit for Government acceptance Activity Hazard Analyses for each phase of work and a project specific Fall Protection Plan that comply with EM 385-1-1. A Site Safety and Health Officer (SSHO) employed by the prime contractor shall be required for each shift of the contractor’s on-site operations. The SSHO shall possess a minimum of 5-years of experience in construction safety on similar projects, shall have completed the 30-Hour OSHA Construction Safety training within the last 5-years, and shall have completed at least 24-hours of formal safety training each year for the past 5-years. The contractor will be required to perform the on-site work in compliance with Government Safe Clearance/Hazardous Energy Control Procedures. Prior to commencing on-site work, the contractor will be required to complete applicable safe clearance training for all personnel working in areas involved with Hazardous Energy Control. The project will involve the development and management of Contractor furnished submittals for items such as pre-construction plans, product data, test reports, and contract close-out documentation as required by the technical specifications of the contract.
