The US Army Corps of Engineers, Walla Walla District is seeking offerors for a Construction project entitled: Headquarters Guardrail Repair. The work is located at the Walla Wall District Headquarters in Walla Walla Washington. This will be a firm-fixed-price construction contract. This project will repair concrete under the posts of the guardrail along the Mill Creek Channel and Loading Dock located at the Walla Walla District Headquarters in Walla Walla, WA. The North American Industry Classification System (NAICS) code for this project is 237310 Highway, Street, & Bridge Construction Contractors. The associated small business size standard is $39.5 Million. The magnitude of construction for this project is expected to be between $100,000-$500,000. Performance and payment bonds will be required. Competition for this solicitation is unrestricted. Invitation for Bid (IFB) no. W912EF22B0003 will be posted to the BetaSAM website approximately around mid-June 2022. See solicitation for details about Bid requirements. When issued, the solicitation documents for this project will be available at https://beta.sam.gov/. Work will include but not limited to: LOADING DOCK: Remove and replace 15 posts and associated base plates. Expect to reuse 10 fence panels and modify the length of 4 panels Expect to perform 12 cores and 3 saw cuts to remove damaged concrete Need to replace approximately 20 cubic feet of concrete. MILL CREEK CHANNEL: Guard posts, plates, and panels are expected to be reused. Expect to perform 40 cores and 16 saw cuts to remove damaged concrete Need to replace approximately 80 cubic feet of concrete. Install temporary barriers to prevent concrete dust and debris from entering the Mill Creek Channel Obtain work permits from local agencies to allow work inside the channel (Corps of Engineers is not the governing agency inside the channel, south of the guardrail). A site visit will be offered approximately 2 weeks after the solicitation is posted. Refer to the solicitation for details regarding the site visit. Only one site visit is expected to be offered. All on-site work shall be performed in accordance with the Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). The Contractor will be responsible for establishing and managing an effective on-site Safety and Health program in accordance with EM 385-1-1 that will require the development and submission of a comprehensive project specific Accident Prevention Plan for Government acceptance. In addition, the Contractor will be required to develop and submit for Government acceptance Activity Hazard Analyses for each phase of work and a project specific Fall Protection Plan that comply with EM 385-1-1. A Site Safety and Health Officer (SSHO) employed by the prime contractor shall be required for each shift of the contractor’s on-site operations. The SSHO shall possess a minimum of 5-years of experience in construction safety on similar projects, shall have completed the 30-Hour OSHA Construction Safety training within the last 5-years, and shall have completed at least 24-hours of formal safety training each year for the past 5-years. The contractor will be required to perform the on-site work in compliance with Government Safe Clearance/Hazardous Energy Control Procedures. Prior to commencing on-site work, the contractor will be required to complete applicable safe clearance training for all personnel working in areas involved with Hazardous Energy Control. The project will involve the development and management of Contractor furnished submittals for items such as pre-construction plans, contractor-prepared shop drawings, product data, test reports, and contract close-out documentation as required by the technical specifications of the contract.
