The US Army Corps of Engineers, Walla Walla District is issuing a solicitation for the purchase of Blade Seals (James Walker brand), commercial supplies, prepared in accordance with Federal Acquisition Regulation 12.6. The NAICS code applicable to this acquisition is 339991, with a Small Business Size Standard of 500 employees as determined by 13 CFR 121.104. Competition for this requirement is Set-Aside for small business. Offers received from other than small business offerors will not be considered. When available, the solicitation documents for this project W912EF21Q0128 will be provided via SAM https://www.sam.gov on or around 1 September 2021. Please do not submit a quote without the solicitation package that will be provided to industry by the Government as specified above. The solicitation will be a Request for Quote (RFQ). The official quotation due date will be contained in the solicitation and any solicitation amendments that may be issued. SCOPE OF WORK The successful bidder shall be required to supply fourteen (14) total each of turbine blade seals as specified in Technical Specifications (will be attached once solicitation is published). A seal each is defined as the assembly of five (5) rings necessary to completely seal one (1) turbine blade. Seven (7) each shall be for Baldwin-Lima-Hamilton (B-L-H) turbines and seven (7) each for Allis-Chalmers (A-C) turbines. The seals shall be packaged and delivered to Lower Granite Lock and Dam. - The seals shall be Back-to-Back, James Walker Shallex split style brand name. The seals shall be designed to positively seal an oil-water interface between the blade trunnion sleeve and the turbine runner seal bore housing. These seals shall be a direct replacement to OEM seals, requiring no changes to fit, form, or function of the seal box or mechanical hardware. Six (6) each are required for installation and one (1) each shall be supplied as a spare. Seven (7) total each shall be supplied for Baldwin-Lima-Hamilton (B-L-H) turbines. - The seals shall be Back-to-Back, James Walker Shallex split style brand name.
