The US Army Corps of Engineers, Walla Walla District is issuing a solicitation for the purchase of Panolin HLP Synth 32 biodegradable hydraulic oil for replacing hydraulic systems with an Environmentally Acceptable Lubricant (EAL) as defined by the U.S. Environmental Protection Agency for use at Lower Monumental Lock and Dam, Kahlotus, Washington, prepared in accordance with Federal Acquisition Regulation 12.6. The NAICS code applicable to this acquisition is 324191, with a Small Business Size Standard of 750 employees as determined by 13 CFR 121.104. Competition for this requirement is Set-Aside for small business. Offers received from other than small business offerors will not be considered. When available, the solicitation documents for this project W912EF21Q0095 will be provided via SAM.gov https://www.sam.gov on or around 27 May 2021. Please do not submit a quote without the solicitation package that will be provided to industry by the Government as specified above. The solicitation will be a Request for Quote (RFQ). The official quotation due date will be contained in the solicitation and any solicitation amendments that may be issued. TECHNICAL SPECIFICATIONS The Contractor shall be required to furnish and deliver the hydraulic oil to Lower Monumental Lock and Dam by the date shown in the Shipment and Delivery section. Panolin HLP SYNTH 32 has been proven to meet the requirements of an EAL and has the proper flow characteristics for our hydraulic systems. The lubricant shall be new and not refined from previously used lubricants. ENVIRONMENTAL ACCEPTABLE LUBRICANT (EAL) TECHNICAL SPECIFICATIONS Panolin HLP SYNTH 32 EAL oil. The hydraulic oil shall have the following salient characteristics; Chemical Composition - ISO 15380 HEES Iodine no.: < 12 ISO 15380 HEES (this is the ester base oil group) ASTM D 943 (Dry TOST test): > 3000 h (this is a standard test for oxidation stability) ASTM D 2070 (modified, 1680 h) (this is a standard test for thermal stability) FZG Test A/8.3/90 loading stage 12 (this is a standard test for load performance) Poor Point - < -58 C Rated for long interval change Quantity of (6) each 190 KG drums SUBMITTALS Contractor shall provide a copy of manufacturer’s brochures, illustrations, Safety Data Sheet (SDS), catalog cuts, and specification sheets. Submittals may require additional information required beyond Manufacturer’s information sheets. SHIPMENT AND DELIVERY All items shall be delivered FOB to Lower Monumental Project within 3 weeks of contract award. The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to Lower Monumental Project. No shipments are allowed other than normal business hours of Monday-Thursday 7:00 a.m. to 4:00 p.m. PST, excluding federal holidays.
