The U.S. Army Corps of Engineers (USACE) Walla Walla District intends to issue a construction solicitation for Little Goos Powerhouse and Elevator Penthouse Roof Replacement. This work is located at Little Goose Lock and Dam, Columbia County, Dayton, Washington. SCOPE OF WORK: Little Goose Lock and Dam is located on the Lower Snake River. The powerhouse roof has a shallow gabled configuration consisting of a centrally located ridge parallel with the long axis of the powerhouse and a built-in structural slope of ΒΌ- inch per foot from each side of the ridge to the parapet walls. The roof structure consists of steel wide flange girders spanning the short dimension of the powerhouse and supported on concrete corbels cast integrally with the upstream and downstream concrete walls of the powerhouse. Steel wide flange beams span between the roof girders and 3 inch deep steel decking spans over the beams at a right angle to complete the roof structure. The present powerhouse roof was installed in 1991 as a replacement for an existing built-up asphalt roofing system. The roof has 7 bays consisting of the erection bay and six generator bays. Powerhouse bays are separated by elevated roof contraction joints located directly over the concrete monolith joints of the powerhouse. Each bay has 4 roof drains. The roof of the elevator penthouse consists of a poured in place concrete deck. The deck is cast flat, thus, slope is created in the roofing system by means of tapered insulation. The present roof was installed in 1993 as a replacement for an existing asphalt BUR system. The scope of the work is to provide a durable waterproofing system for the Little Goose powerhouse and ancillary elevator penthouse roofs. This will be achieved by removing the existing roofing system in its entirety down to the structural roof decks, followed by the installation of a new roofing assembly to include gypsum roof sheathing, a vapor retarder, polyisocyanurate foam roof insulation, a top layer of gypsum roof sheathing. The powerhouse roof will be waterproofed with a 90-mil thick ethylene propylene diene monomer (EPDM) single-ply roofing membrane and, because of large amount of roof-mounted equipment, the elevator penthouse will be waterproofed with a fluid-applied PMMA roofing membrane. Additionally, fall protection guardrails will be installed to the parapet walls of the powerhouse and elevator penthouse roofs to ensure a safe work environment for maintenance personnel conducting preventative maintenance activities on the roofs. Both roof locations will require improvement to fall protection by installing new steel guardrails to the powerhouse and elevator penthouse parapets. CONTRACTOR TESTS FOR ASBESTOS: a. Contractor shall test for asbestos containing materials (ACM) in the Powerhouse Roofing system and submit Asbestos Test Results to the Contracting Officer (KO) a minimum of 30 calendar days prior to mobilizing to the Project site. Contractor work on Powerhouse Roof removal will not be allowed to proceed until Asbestos Test Results have been reviewed and accepted by the KO. b. If ACM is present in the roofing materials, follow all abatement requirements of SECTION 02 82 13.01 28 CLASS II ASBESTOS ABATEMENT, and other applicable requirements in these Specifications. c. Asbestos tests require the following: 1. Coordinate anticipated test day(s) a minimum of 15 calendar days prior to anticipated start. 2. Anticipate taking samples at 12 locations over a minimum of 2 Powerhouse roof bays. Locations for test samples will be identified by the KO. 3. Approximately 2 inch diameter sample size per sample. Include all roofing layers down to the roofing deck. 4. Patch all sample locations with a Government accepted patching system on the same day samples are taken. CONTRACTOR TESTS FOR RCRA METAL BASED PAINT: a. Contractor shall test for RCRA Metal Based Paint on the interior Powerhouse Roof decking and submit RCRA Metal Based Paint Test Results to the KO. Contractor work affecting the interior Powerhouse roof decking paint system will not be allowed to proceed until test results have been reviewed and accepted by the KO. b. If RCRA Metal Based Paint is present in the roof decking paint, follow all RCRA Metal Based Paint abatement requirements of SECTION 01 57 20.00 28 ENVIRONMENTAL PROTECTION and other applicable requirements in these Specifications. c. The Powerhouse was built in 2 phases (Bays for Turbine Units 1-3, and Bays for Turbine Units 4-6). Test paint in 2 locations over Bays 1-3, in 2 locations over Bays 4-6. POWERHOUSE ROOF DEMOLITION RESTRICTION: a. A maximum of one roof bay may be reroofed at a time, unless approved otherwise, in writing, by the Contracting Officer. Written approval must be received by the Contractor prior to beginning work on ANY additional roof area. b. Roofing of any bay where demolition has begun shall be completed, as shown and specified, prior to beginning demolition on another roofing area, unless approved otherwise by the Contracting Officer. Ensure all exposed roofing area (where demolition has begun, but installation of new roof is not complete) is protected from water intrusion at the end of each work day, or when precipitation is imminent. Electrical Bus Restrictions: Bays 2 through 6: a. The Powerhouse roof over Bays 2 through 6 has a high voltage electrical bus that is too low to allow safe roof access while energized. All Contractor work in the area, while the bus is energized, must maintain the minimum required approach distance. For minimum require approach distance, reference EM 385-1-1 and IEEE C2. If there's a conflict between requirements, the Contractor shall follow the more conservative requirement. See Contract Clause 52.211-10, COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK for anticipated Contractor access date to these areas. b. For approximately 5 calendar days following de-energizing the bus, Contractor access to Bays 2 through 6 will be limited to the following: 1. That required for guardrail installation over all Bays. 2. Contractor access to Bays 5 and 6. See Contract Clause 52.211-10, COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK for roof work restrictions over Bays 5 and 6. c. At the end of the approximate 5 calendar day period, Contractor shall have access to the entire Powerhouse roof, subject to identified restrictions. Actual access dates and time period for limited Contractor activity will be provided at the Pre-Construction Meeting. See SECTION 01 11 01.00 28 SUPPLEMENTARY REQUIREMENTS, paragraph "Pre-Construction Meeting" for additional information. Coupling Capacitor Voltage Transformers (CCVT) Restrictions: Three high voltage CCVTs are located over Bays 2 and 3. CCVTs will typically be energized during the entire Contract period. Restrictions apply to work within 25 feet, in plan view, of the CCVTs. Coordinate work in these areas with the Contracting Officer a minimum of 14 calendar days prior to anticipate start. See Resource Drawing R-004, POWERHOUSE ARCHITECTURAL EXTERIOR ELEVATIONS for additional information on approximate CCVT locations. Coupling Capacitor Voltage Transformers (CCVT) Restrictions: Three high voltage CCVTs are located over Bays 2 and 3. CCVTs will typically be energized during the entire Contract period. Restrictions apply to work within 25 feet, in plan view, of the CCVTs. Coordinate work in these areas with the Contracting Officer a minimum of 14 calendar days prior to anticipate start. See Resource Drawing R-004, POWERHOUSE ARCHITECTURAL EXTERIOR ELEVATIONS for additional information on approximate CCVT locations. Elevator Penthouse Roof Guardrail Installation: Contractor shall install guardrails on the Elevator Penthouse Roof prior to any roof demolition/installation work in the area. The Government will remove the electrical equipment from the roof prior to the Contractor proceeding with roofing work. Anticipate 1 or more antenna mounts to remain in place on the Elevator Penthouse Roof. Coordinate anticipated guardrail installation dates for the Elevator Penthouse Roof a minimum of 21 calendar days prior to anticipated start of guardrail installation. The Government will re-install the electrical equipment after Penthouse roof installation is completed. Reference Contracting clause 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK for additional information. The solicitation will be issued as an Invitation for Bids (IFB). This acquisition will result in a single firm-fixed-price Construction contract. This procurement is a Small Business set-aside. Competition is restricted to small business concerns. A small business subcontracting plan is not required. Payment and Performance bonds will be required for this project. The NAICS code for this procurement is 238160 Roofing Contractors and the associated small business size standard is $16.5 million. The magnitude of construction for this project is between $1,000,000.00 and $5,000,000.00. The solicitation will be made available for download on the beta.sam.gov Contract Opportunities website in mid March 2021. A public bid opening will be held approximately 30 days after the solicitation is posted. The exact bid opening date will be indicated in the solicitation.
