McNary Intake Gates and Hydraulics Rehabilitation W912EF20RSS42 The US Army Corps of Engineers, Walla Walla District is seeking interested offerors for a construction project entitled: McNary Intake Gates Rehabilitation. The construction will occur at McNary Dam in Umatilla County, Oregon. This will be a firm-fixed-price construction contract. Construction magnitude is estimated between $25,000,000 and $100,000,000, and 100% performance and payment bonds will be required. Rolling bonds may be considered by the Government. Offerors shall provide supporting information with any request for alternative bonding requirements. The North American Industry Classification System (NAICS) code for this project is 237990 and the associated small business size standard is $39.5 MIL. This sources-sought announcement is a tool to identify businesses with the interest in and capability to accomplish the work. Please respond only if you intend to propose on this project when it is solicited in the future. This is not a solicitation. Summary of Scope of Work: The 14 main generating units (MU) and 2 station service units (SSU) at McNary utilize hydraulically operated intake gates. Each main unit has three intake gates and each station service unit has one gate, but utilize the same gate and operating mechanism design. There is also one spare gate that normally resides in the gate repair pit. Each intake gate is supported in its operating position by a support beam which rests on retractable dogs that are installed on the intake gate slot. The intake gates are connected to the support beams through two hydraulic cylinders. Flexible hoses connect the hydraulic cylinders to the hydraulic system which is located in a gallery within the dam. Each unit is controlled by a manually operated control station that integrates the distribution manifold and valving for controlling the gates. The 16 manual control stations are connected to supply and return headers that run the length of the powerhouse. Pressurized oil is supplied by a single HPU that is connected to the supply header and there are 4 hydraulic oil storage connected to the return header. The scope of work covered by this project includes: - Replacement of the seals and seal bars on the 45 intake gates - Touch up painting of the 45 gates using vinyl system 5-E-Z - Design, fabricate and install 90 hydraulic cylinders and supply of two additional spare cylinders. Dispose of existing 90 cylinders - Design, fabricate, and install 45 new support beams. Dispose of existing 45 beams. - Replacement of the 4 flexible hydraulic hoses per gate slot, a total of 176 hoses. - Rehabilitation of the 16 manual control panels - Replacement of the supply and return headers for the hydraulic system. - Design, fabricate, and install a new hydraulic power unit. - Clean and rehabilitate the 4 hydraulic oil storage tanks. - Supply 20,000 gallons of ISO 15, HEES or HEPR hydraulic fluid that meets the requirements of an environmentally acceptable lubricant as defined in the 2013 Vessel General Permit. - Add electrical controls to the powerhouse control room to allow remote closure capability for the gates. - Inspection and minor rehabilitation of the two gate dogs installed in each gate slot, a total of 88 gate dogs. The work covered by this contract will be subject to the following work area and schedule restrictions: - The period of performance is estimated from June 2021 to November 2029 - Overall schedule adherence will be critical as this work will require main generating unit outages which must be minimized to avoid lost generation. - Work windows (unit outage windows) will be approximately 5 months out of each year. Two generating units (3 intake gates each) will be taken out of service at a time during each outage window. Work requiring a unit outage will not be allowed outside the specified unit outage windows. - Work that doesn’t require a main unit outage (e.g. overall hydraulic system, overall control system, intake gates for station service units, spare intake gate) can be performed outside of the 5-month unit outage windows. -The first unit outage window is currently scheduled to occur in 2023 with the last outage window in 2029. - Work under other contracts will be performed on the same generating units being taken out of service for the intake gate rehabilitation. - All gate rehabilitation work including painting and equipment installation and removal must take place in the gate repair pit. The gate repair pit may accommodate a single intake gate at a time. - The contractor will not be allowed to operate the Governments crane that is located on the intake deck and is used to transfer gates between slots. The Government will perform all movements of gates when coordinated by the Contractor. - The contractor will be allowed to utilize a small bridge crane hoist within the gate repair pit for lifts totally within the gate repair pit. - The contractor will be responsible for providing a mobile crane for all lifts into/out of the repair pit once the gates have been moved into the repair pit for rehabilitation. 1) Submit at least two but not more than five project examples demonstrating relevant experience in installing and/or managing the installation of hydraulic equipment or systems with a minimum rated pressure of 3000 psi, equipment installed should include hydraulic cylinders, valves, piping and hydraulic power units, installation or managing the installation of electrical control equipment rated for maximum of 480V, fabrication or managing the fabrication of lifting beams or similar welded steel structures and painting or managing painting of vinyl paint systems described in the scope of work above. Submitted project must be similar in price to the magnitude stated above. 2) A statement of your firm's ability to self-perform 20% or more of the project. If subcontracting, clearly state what work will be self-performed as well as the overall percentage that will be sub-contracted and what portions of the work would be subcontracted. 3) A statement of your firm's bonding capacity and ability within the estimated construction magnitude listed above. 4) A statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), small business).
