The US Army Corps of Engineers, Walla Walla District is seeking interested business sources for a construction project entitled: Lower Snake River Trashrake Crane and Rake Upgrades. The work is located at Lower Monumental Dam, Little Goose Dam, and Lower Granite Dam on the lower Snake River in eastern Washington. This will be a firm-fixed-price Design Build construction contract. The magnitude of construction for this project is between $10,000,000 and $25,000,000. 100% performance and payment bonds will be required. The expected period of performance will be approximately 900 days in duration for the design, manufacturing and commissioning of all three cranes. The government expects to award a contract in December 2020, with an approximate on-site installation work window of November 2022 through May 2023. The North American Industry Classification System (NAICS) code for this project is 238290 and the associated small business size standard is $16.5 million. This sources sought notice is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. Responses to this sources sought notice should include the following information: A) A list of at least three (3), no more than five (5), project examples that were completed in the last 6 years which demonstrate design, manufacturing and commissioning of cranes similar in size and scope listed in the Summary Scope of Work. a. For each project submitted, provide a brief narrative statement of the work involved, how it relates to the described herein and your firm’s role in the project, the dollar value, and the completion date. b. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. B) A reference list for each of the projects submitted in A) above. Include the name, title, phone number, and email address for each reference. C) A statement indicating that you will be manufacturing the hoist system or you are the construction firm doing at least 75% of the work with your own forces. Summary of Scope of Work: Lower Monumental, Little Goose, and Lower Granite Dams are located on the lower Snake River in Washington State. The existing trash rake cranes at Lower Monumental, Little Goose, and Lower Granite Dams have been in service since 1967, 1971, and 1974, respectively. At each project the trash rake crane is a critical piece of auxiliary equipment used to clear debris from turbine intakes using the trash rake (clamshell), and, if necessary, for installing and removing unit intake trash racks using a separate lifting beam. Each powerhouse has six generator bays, with three trash racks per bay. Crane usage is required for one week per month between February and July and right before juvenile fish season (beginning of April) in order to maintain optimal conditions for the powerhouse units and protect fish passages. All other times of the year, the crane is utilized as necessary to keep trash racks clear of debris. Nearing fifty years old, the trash rake cranes have exceeded their expected service life; multiple design deficiencies contribute to reduced confidence in safe and reliable operation of the cranes. The trash racks keep large objects in the river from entering the turbine intake and damaging the turbine and wicket gates. When debris accumulates on the trash rack, it blocks the flow of water to the turbine. If not cleared, the accumulation would eventually create a pressure differential capable of collapsing the trash rack and causing significant damage to the turbine and wicket gates. This damage could cause a loss in hydropower generation as well as prevent juvenile fish passage. Standard operating procedures prohibit operation of a main unit when the pressure differential across any one of the unit’s three trash racks indicated a risk of failure. This project will involve the design, manufacturing, installation, and commissioning of new trash rake gantry cranes and removal of the existing gantry cranes at each of the three sites. The general configuration of the new cranes will match the existing: a gantry frame with a cantilevered span over the intake and a single trolley with hoist machinery located on a stationary machinery platform. The new cranes will be specified to have a load rating of 20 tons to ensure adequate capacity for clearing debris. A new trash rack lifting beam will be designed and provided by the contractor for all three sites. Replacement of crane receptacle feeders and new safety switch style receptacles will also be a part of the crane replacement. All on-site work shall be performed in accordance with the Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). Establish and manage an effective on-site Safety and Health program in accordance with EM 385-1-1 that will require the development and submission of a comprehensive project specific Accident Prevention Plan for Government acceptance. In addition, develop and submit for Government acceptance Activity Hazard Analyses for each phase of work and a project specific Fall Protection Plan that comply with EM 385-1-1. A Site Safety and Health Officer (SSHO) employed by the prime contractor is required for each shift of the contractor's on-site operations. The SSHO shall possess a minimum of 5-years experience in construction safety on similar projects, shall have completed the 30-Hour OSHA Construction Safety training within the last 5 years, and shall have completed at least 24 hours of safety training from accredited safety training sources each year for the past 5 years. Establish and manage an effective Contractor Quality Control (CQC) System that will require the development and submission of a comprehensive project specific CQC Plan for Government acceptance. A CQC System Manager employed by the prime contractor is required to be on-site for each shift of the Contractor's operations. The CQC System Manager must possess a minimum of 5 years relevant experience in a supervisory or management position such as Quality Control Manager, Quality Assurance Manager, or Construction Manager directly involved in the management of construction quality at the project site. In addition, the CQC System Manager shall have completed the course entitled “Construction Quality Management for Contractors” within the last 5 years. Use the Government-furnished Resident Management System (RMS) – Contractor Mode to record, maintain, and submit various information throughout the contract period. RMS is a Windows-based program capable of operating on a stand-alone personal computer or on a network. The Government will make the QCS software available to the Contractor at time of notice to proceed. The project involves the development and management of Contractor furnished submittals for items such as pre-construction plans, product data, test reports, and contract close-out documentation as required by the technical specifications of the contract. Miscellaneous work within the project includes the delivery of As-Built Drawings, O&M Manuals, Contractor- Prepared Shop Drawings, and spare parts to the customer.
