The US Army Corps of Engineers, Walla Walla District is issuing a solicitation for the purchase of Thirty Two (32) wheel castings and the wheel casting pattern for McNary's Navigation Lock Miter Gate Roller Support Wheels., prepared in accordance with Federal Acquisition Regulation 12.6. The NAICS code applicable to this acquisition is 331513, with a Small Business Size Standard of 500 employees as determined by 13 CFR 121.104. Competition for this requirement is Set-Aside for small business. Offers received from other than small business offerors will not be considered. When available, the solicitation documents for this project W912EF20Q0109 will be provided via Beta.SAM https://www.beta.sam.gov on or around 8 July 2020. Please do not submit a quote without the solicitation package that will be provided to industry by the Government as specified above. The solicitation will be a Request for Quote (RFQ). The official quotation due date will be contained in the solicitation and any solicitation amendments that may be issued. TECHNICAL SPECIFICATIONS The successful contractor shall be required to deliver the 1st article consisting of One (1) wheel and pattern for Government inspection and the remaining Thirty One (31) wheels as specified to McNary Lock and Dam by the date shown in Section "Shipment and Delivery". 32 wheel castings that are shown on Drawing C-9882-1 (Drawing not included in Pre-Solicitation but will be in Solicitation). Wheel castings are to be cast steel ASTM-A l48. Grade 105-85. Hardness heat treatment to 260-280 BHN. Dimensions and Tolerances are shown on Drawing C-9882-1 (Drawing not included in Pre-Solicitation but will be in Solicitation). The castings and casting pattern shall not be Import manufacture. All items shall be Domestically manufactured. Upon completion of the final tooled pattern, the Contractor will contact McNary POC. The Government will either visit the contractor's site or have the first article(s) returned to McNary for inspection and approval. After the Government has approved the first article(s) the Contractor will complete the remainder of the project. Once the project is completed, the pattern will become the property of the U.S. Government, marked as "pattern" and shipped back to McNary with the remaining wheel castings. Before acceptance, submittals must include a quote for tooling fabrication, cost per wheel and deliver charge will be incorporated into the cost per wheel. Each component shall be covered by a minimum one-year warranty on all parts, labor, and workmanship from factory defects.
