The US Army Corps of Engineers, Walla Walla District, is issuing a solicitation for the procurement of replacement heat transfer plate stacks and associated components for McNary Lock and Dam. The commercial item solicitation will be prepared in accordance with Federal Acquisition Regulation (FAR) 12 Acquisition of Commercial Items. The NAICS code applicable to this procurement is 332410 Power Boiler and Heat Exchanger Manufacturing with a Small Business size standard of 750 employees as determined by 13 CFR 121.104. Competition for this requirement is restricted to small business concerns for the NAICS code listed above as applicable to this acquisition, in accordance with FAR 19.502-2(a) Each acquisition of supplies or services that has an anticipated dollar value exceeding $3,500 …, but not over $150,000 …, shall be set aside for small business unless the contracting officer determines there is not a reasonable expectation of obtaining two or more responsible small business concerns that are competitive in terms of fair market prices, quality, and delivery. A review of the market research conducted for this acquisition indicates that the contracting officer can reasonably expect to obtain responsive offers from two or more responsible small businesses. When available, the solicitation documents for this procurement will be provided under solicitation W912EF20Q0094. The agency estimates that the solicitation will be available on or around 3 June 2020. Please do not submit an offer without the solicitation package that will be provided by the Government. The solicitation will be a combined Solicitation/Contract for Commercial Items. The official response date will be contained within the solicitation and any solicitation amendments that may be issued. Place of Delivery: Delivery will be the Umatilla, OR, area. Specific delivery location and instructions will be provided in the solicitation. Description of Requirement: This is a general description of the requirement. The solicitation and resulting contract will contain the fully detailed specifications for this requirement, along with the terms and conditions applicable to this procurement. INTENT The successful contractor shall furnish and deliver nine new replacement heat transfer plate stacks for a Paul Mueller ACCUTHERM AT40 Heat Exchanger Unit located at McNary Lock and Dam. SCOPE The successful contractor shall be required to deliver the inner and end plates by the date shown and in accordance with the instructions provided in the Shipment and Delivery section of the solicitation. The plates shall be compatible with the Paul Mueller ACCUTHERM 40M V/F-20 Heat Exchanger Serial Numbers 291772-01 through 291773-28. The heat exchangers are a vertical flowing design with a single pass. All items shall comply with the Buy American Act. Delivery Timeframe: All items shall be delivered FOB destination within 30 days after receipt of award.
