The US Army Corps of Engineers, Walla Walla District is issuing a solicitation for the purchases of one Clamshell Bucket for Lower Monumental Lock and Dam, commercial supply, prepared in accordance with Federal Acquisition Regulation Part 13.106-3. The NAICS code applicable to this acquisition is 333120, with a small business size of of 1,250 employees as determined by 13 CFR 121.104. Competition for this requirement is restricted to small business firms. In accordance with FAR 19.502-2(b)(l), "Before setting aside an acquisition under this paragraph, refer to 19.203(c). The contracting officer shall set aside any acquisition over $150,000 for small business participation when there is a reasonable expectation that - (1) Offers will be obtained from at least two responsible small business concerns offering the products of different small business concerns (see paragraph (c) of this section)." The Government has a reasonable expectation of competition between two or more small business vendors. When available, the solicitation documents for this project will be provided under solicitation number W912EF20Q0084. The agency estimates that the solicitation will be available on or around 22 May 2020. Please do not submit an offer without the solicitation package that will be provided to industry by the Government. The solicitation will be a Request for Quote. The official quotation date will be contained within the solicitation and any solicitation amendments that may be issued. Place of Delivery: Delivery will be made to the Kahlotus, WA area. Description of requirement: The following specifications pertain to the purchase of one self-contained electro-hydraulic submersible clamshell bucket to be used in direct support of debris removal from fish ladder exits and fish ladder diffusers at Lower Monumental Dam. SCOPE The Contractor shall be required to furnish and deliver the submersible self-contained hydraulic clamshell bucket to Lower Monumental Lock and Dam by the date shown in the “Shipment and Delivery section. The clamshell shall be in new condition and not previously used. HYDRAULIC CLAMSHELL BUCKET TECHNICAL SPECIFICATIONS The clamshell bucket shall be a Mack Manufacturing model MHSCHM-100S or “Approved Equal” (See section 4.0 Pre-Award Submittals). The clamshell shall be designed and built in full compliance of industry standards. The following is a list of salient features required: 3.1 Self-contained electro-hydraulic clamshell 3.2 Fully submersible in water 3.3 Weight: less than 4200 lbs 3.4 Capacity: 1 cubic yard 3.5 Fabricated out of ASTM-A514 (T-1) steel 3.6 Removable Bolt on teeth 3.7 Outfitted with Heavy-duty hydraulic cylinders 3.8 Dimensions: No larger than 6’-6” in height, 4’-6” in width and 5’-6” in length 3.9 Overall length: No more than 7’ in length when in the fully open position. 3.10 Electric Motor: 20 HP 3.11 230/460V/3PH 3.12 A fluid level sensor that detects whether the sealed compartment containing the motor and hydraulic components has been breached. Delivery Timeframe: Delivery will be required within 10 weeks following contract award.
