The US Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled: Lower Monumental Station Service Compressed Air System Replacement. The work is located at the Lower Monumental Dam Power House in Kahlotus, Washington. This will be a firm-fixed-price construction contract. The North American Industry Classification System (NAICS) code for this project is 238210 and the associated small business size standard is $16.5M. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. Please only respond to this notice if you plan to respond to the upcoming solicitation as well. A) A list of no more than five current projects at least 50% physically complete or past projects demonstrating technical experience with work of a similar nature to that listed in the Summary Scope of Work. For each project submitted, provide a brief narrative statement of the work involved, your firm's role in the project, the dollar value and the completion date. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. B) A reference list for each of the projects submitted in A) above. Include the name, title, phone number and email address for each reference. C) Provide a statement of your firm's business size (HUBZone, Service Disabled Veteran Owned, 8(a), small disadvantaged, or woman-owned) with regards to the NAICS code listed above. D) Provide a statement that your firm intends to submit an offer on the project when it is advertised. E) Provide a statement of your firm's bonding capacity. Your response to this notice must be received on or before 2:00 PM on September 20, 2019. Summary of Scope of Work: The Lower Monumental Station Service air reciprocating compressors 1, 2, and 3 provide the powerhouse with compressed air critical to powerhouse maintenance needs. The current system has become obsolete and additional maintenance is required to maintain operability, compressor 3 is inoperable. The station service compressor air system scope includes the following: - Installation of two new rotary screw 60 HP station service compressors, 800 CFM water cooled refrigerated dryer and three 660 gallon receiver in the EL 444 gallery in the proximity of Unit 4. - Installation of new breaker and bucket in SQ1 and SQ2 and associated wiring to power the new 60 HP compressors. - Installation of new electrical safety disconnect in EL 444 gallery. - Removal of the two 30 HP station service reciprocating air compressors located in the current compressor air room. - Removal of air compressor concrete pads. - Removal of the 75 HP air compressor 3 from the compressed air room. - Removal of the 575 psi governor air compressor from the compressed air room. - Plug existing penetrations. Cut and cap off the floor drain connections used to dispose of cooling water. - Removal of all electrical controls equipment in the compressed air room. - Installation of new control in the EL 444 gallery. - Tie into the existing portable water supply for component/s heat exchanger. - Provide as-built drawings and O&M manuals.
