The US Army Corps of Engineers, Walla Walla District is issuing a solicitation for Lower Snake River Dams, Oil Flushing Services; commercial services, prepared in accordance with Federal Acquisition Regulation Part 15. The NAICS code applicable to this acquisition is 213112 with a Small Business Size Standard of $38.5 Million as determined by 13 CFR 121.104. Competition for this requirement is Set-Aside for Service-Disabled Veteran-Owned small business (SDVOSB). Offers received from other than SDVOSB offerors will not be considered. When available, the solicitation documents for this project W912EF-19-R-0011 will be provided via FedBizOpps.gov https://www.fbo.gov on or around April 30, 2019. Please do not submit a quote without the solicitation package that will be provided to industry by the Government around the date specified above. The solicitation will be a Request for Proposal (RFP). The official quotation due date will be contained in the solicitation and any solicitation amendments that may be issued. The service consists of required hot-oil, high-velocity flushing of the existing lubrication oil piping systems at each of the three powerhouses mentioned above, including at a minimum the main supply and drain headers which run the length of each powerhouse. The existing oil may be used for flushing, or a completely unadditized low viscosity oil may be used for flushing; in either case, the oil used for flushing is to be removed from the powerhouse immediately upon completion of the flushing. It is preferable for this flushing to occur prior to delivery of the new oil, to minimize contamination of the new oil. Work includes flushing the main lubrication oil header and the branches to/from each unit, as well as, cleaning the 10,000-20,000 gallon oil tanks. The Contractor must supply all necessary flushing oil for this project, although there is existing oil at each project that may be used. All services shall be completed per the schedule presented starting on page 12 of the base solicitation document.
