The US Army Corps of Engineers, Walla Walla District is issuing a solicitation for the purchase of a truckable workboat, commercial supplies, prepared in accordance with Federal Acquisition Regulation 12.6. The NAICS code applicable to this acquisition is 336612, with a Small Business Size Standard of 1,000 employees as determined by 13 CFR 121.104. Competition for this requirement is Set-Aside for small business. Offers received from other than small business offerors will not be considered. When available, the solicitation documents for this project W912EF-19-Q-0091 will be provided via FedBizOpps.gov https://www.fbo.gov on or around 17 September 2019. Please do not submit a quote without the solicitation package that will be provided to industry by the Government as specified above. The solicitation will be a Request for Quote (RFQ). The official quotation due date will be contained in the solicitation and any solicitation amendments that may be issued. SCOPE OF WORK The vessel shall be designed and constructed in accordance with these specifications presented at time of solicitation and shall conform to the principle dimensions for the hull (not including any fendering) as follows: • Length Overall: no greater than 26 feet • Beam Overall: no less than 12 feet • Shell Plating: ¼-inch steel plate minimum • Bollard Pull Force/Capacity: no less than 3 tons (US) The vessel shall be equipped and capable of moving the Navigation Lock floating bulkhead in and out of the bulkhead storage area and the upstream and downstream gate guide slots. The floating bulkhead is a mostly steel structure with concrete ballast, with dimensions of approximately 90 feet long x 36 feet tall x 11 feet wide, and a weight of approximately 200-250 tons. See FIO Drawings attached to the solicitation for more information. The maximum expected bollard pull for the vessel shall be indicated on the final drawings and the Boat Information Label Plate.
