The work is at the McNary Dam located on the Columbia River in Umatilla, Oregon. The overall purpose of the project is to make improvements to the oil spill prevention and oil accountability systems of McNary Dam. The drainage system collects water from rain and leakage into a drainage pump. This water includes water that runs into floor drains and water that leaks into the turbine pit. This project will install a skimmer in the drainage sump to retrieve any unintended oils from the water prior to being discharged into the river. The work consists of core drilling holes of size from 6" to 20" diameter through the pump room floor, fabricating and installing discharge piping ranging in diameter from 6" to 10" within a new baffle box, installing a belt oil skimmer, decanter tank, waste oil tank, associated oil removal piping, and new electrical controls that not only operate the new oil skimmer, but work with an existing drainage pump controls. A majority of the work will be done in the pump room gallery and within the drainage sump. The drainage sump has a depth of 66 feet. The contractor will be responsible for diverting, unwatering and sustaining a water free drainage sump during the construction period. Performance and payment bonds will be required for this project. The magnitude of the project estimated to be between $1,000,000 and $5,000,000. Solicitation documents for the Information for Bid No. W912EF19B0003 will be posted to the FedBizOpps (FBO) website on or about 01 March 2019. The proposal due date will be contained in the solicitation and any solicitation amendments that may be used. The solicitation is to be competed as 100% Total Small Business Set Aside. The small business size standard for NAICS Code 237990 is no more than $36,500,000 in average annual receipts. A site visit will be offered approximately 2 weeks after the solicitation is posted. Refer to the solicitation for details regarding the site visit. Only one site visit is expected to be offered.
