The U.S. Army Corps of Engineers (USACE), Walla Walla District is seeking to establish a blanket purchase agreement (BPA) is to create a tool for procuring Electrical Supplies for the Walla Walla District. District locations include the Headquarters, McNary, Ice Harbor, Lower Monumental, Little Goose, Lower Granite, and Dworshak Dams, as well as Lucky Peak and Mill Creek Projects. Purchase orders will be firm-fixed price. The North American Industry Classification System (NAICS) code is 335999 (All Other Miscellaneous Electrical Equipment and Component Manufacturing) and the associated small business size standard is 600 employees. Anticipated BPA award(s) is/are August 2024. This sources-sought announcement is a tool to identify small businesses with the capability to supply items within broad Federal Supply Codes relating to electrical equipment (see attached documents for table 1). This is not a solicitation. Only firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. Please do not respond to this notice unless you intend to respond to the solicitation. Table 1. Federal Supply Codes of Interest (see attached documents) Interested vendors must submit/answer the following: A) Are you able to provide a broad selection of electrical equipment based on Table 1? (Note: a product sample list will be provided if the solicitation is posted) B) Provide a statement of your firm’s business size (HUBZone, Service-Disabled Veteran-Owned, 8(a), small disadvantaged, or Woman-Owned) with regards to the NAICS code listed above. C) Provide a statement that your firm intends to submit an offer on the project when it is advertised. D) CAGE Code and UEI number. Your response to this notice must be received on or before 11:00 PST on Wednesday, July 10, 2024. Summary Scope of Work: The successful bidder shall have the capability to supply electrical components and materials pertinent to dam operation and telemetry-based monitoring systems. The federal supply codes, listed in table 1, generally describe the types of supplies and materials of interest, as they are incidental to the mission. All BPA holders are required to maintain an “active” status throughout the life of the agreement. Failure to do so will place that holder in violation of the agreement, which may result in forfeiture/cancelation of the agreement for the offending BPA holder, at the discretion of the contracting officer.
