The US Army Corps of Engineers (USACE), Walla Walla District is seeking interested business sources for a levee rehabilitation construction project entitled: Nooksack River Timon and Upper Hampton Levee Repair. These two levee segments are part of a larger levee system on the Nooksack River located near the City of Lynden in Whatcom County, Washington, and can be seen in the National Levee Database website (https://levees.sec.usace.army.mil/#/levees/system/5505000109/segments). This will be a firm-fixed-price construction contract. The magnitude of construction for this project is between $1,000,000.00 and $5,000,000.00. Performance and Payment Bonds for 100% of the awarded contract will be required. USACE expects to award a single contract in the middle of July 2023 with an expected period of performance of 23 July 2023 through 30 September 2023. A fish in-water work window, which closes on 31 August 2023, applies for the Upper Hampton levee segment rehabilitation. The Timon Road levee segment rehabilitation location does not have a required in-water work window. Please be aware that the timeline will be short (5 days from contract award versus the normal 10 days) to provide the Bonds to the Government. The North American Industry Classification System (NAICS) code for this project is 237990, Other Heavy and Civil Engineering Construction. The associated small business size is $45 million. This Sources Sought Notice is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. Responses to this Sources Sought Notice should include the following information: 1. A list of at least three (3), but no more than five (5), project examples that were completed in the last 6 years which demonstrate levee rehabilitation similar in size and scope listed in the Summary Scope of Work. For each submitted project, provide a brief narrative statement of the work involved, how it relates to the described herein and your firm’s role in the project, the dollar value, and the completion date. 2. A reference list for each of the projects submitted in item 1 above. Include the name, title, phone number, and email address for each reference. 3. Provide a statement of your firm’s business size status (to include if it is HUBZone, Service Disabled Veteran Owned, 8(a), small disadvantaged, or woman owned) with regards to the NAICS listed above. 4. Provide a statement that your firm intends to submit a bid on the project when it is advertised. 5. Provide a statement of your firm’s bonding capacity. A statement from your surety is not required. 6. CAGE Code and SAM.GOV Unique Entity ID. Summary of Scope of Work: This project is to remove vegetation and rehabilitate the Upper Hampton and Timon Road levee segments on the Nooksack River per the plans and specifications provided in the future solicitation. The project levees are located in Whatcom County, Washington, near the City of Lynden. The contractor will be required to perform work to include: -Remove approximately 14 large willow trees from the levee segments. - Furnish required riprap and fill material to worksites. Some specified rip rap rock can weigh up to 4800 pounds. - Pull back existing sediment, and re-grade slopes of levee to a specified profile. - Place levee fill material in lifts. Compact levee fill to specification standards with compaction equipment. - Mix new riprap with old material, placing rock individually on levee profile and toe to ensure rock is properly keyed. This work will occur in water for approximately 50% of the levee height. - Work will focus on the Upper Hampton levee segment first due to the fish and low-flow in-water work windows, followed by the Timon Road levee segment on the Nooksack River. Some of the work will be performed by excavators in Class I and Class II waters. In these locations where the river is immediately adjacent to the levee, only the bucket of the excavator will enter the water. Waters in this region of the Nooksack River routinely exceed 10 feet/second in velocity. Work must be completed by 01 October due to the increased risk for high flood flows as the typical flood season starts and would require the contractor to have the work completed. All on-site work shall be performed in accordance with the USACE Safety and Health Requirements Manual (EM 385-1-1). The Contractor will be responsible for establishing and managing an effective on-site Safety and Health program in accordance with EM 385-1-1 that will require the development and submission of a comprehensive project specific Accident Prevention Plan for Government acceptance. In addition, the Contractor will be required to develop and submit for Government acceptance an Activity Hazard Analyses, for each phase of work that complies with EM 385-1-1. A Site Safety and Health Officer (SSHO) employed by the prime contractor shall be required for each shift of the contractor's on-site operations. The SSHO shall possess a minimum of 3-years of experience in construction safety on similar projects, and shall have completed the 30-Hour OSHA Construction Safety training within the last 5-years. A Certified Erosion and Sediment Control Lead employed by the prime contractor will choose and install erosion control materials for specific site conditions, as necessary The Contractor will be required to use the Government-furnished Construction Contractor Module (referred to as QCS) of the Resident Management System (RMS) to record, maintain, and submit various information throughout the contract period. QCS is a Windows-based program that can be run on a stand-alone personal computer or on a network. The Government will make the QCS software available to the Contractor after contract award. Levee Rehabilitation Locations: PROJECT NAME: Upper Hampton Non-Federal Levee, Whatcom County, Washington NON-FEDERAL SPONSOR: Whatcom County LOCATION AND DESCRIPTION: The Upper Hampton Levee is a segment of a continuous levee system located on the right bank of the Nooksack River near Upper Hampton Road and the City of Lynden Washington. Constructed in the 1930s, the 1.79 miles long levee is non-federally constructed and maintained. The levee material consists of compacted local borrow material. The Upper Hampton Levee provides a 10% annual exceedance probability (AEP) (10-year) level of protection against flooding to agricultural lands and low-density residences. DESCRIPTION OF DAMAGE: Riverward slope and toe scour damage resulting in vertical slopes in excess of 15 feet from water levels at the time of the survey. Observed damages are focused in two locations near River Station 42+00 and 50+00. The combined damage length is roughly 330 linear feet (LF). PROPOSED REPAIR: Repair In-Kind with slopes, materials, and other aspects brought in line with current engineering standards, including appropriate in-water work to install toe rock and rock armoring on the riverward slope. PROJECT NAME: Timon Road Non-Federal Levee, Whatcom County, Washington NON-FEDERAL SPONSOR: Whatcom County LOCATION AND DESCRIPTION: The Timon Road Levee segment is a setback levee segment of a continuous levee system located on the right bank of the Nooksack River near Timon Road and the City of Lynden, Washington. Constructed in the 1930s, the 0.43-mile-long setback levee is non-federally constructed and maintained. The levee material consists of compacted local borrow material. The Timon Levee provides a 10% annual exceedance probability (AEP) (10-year) level of protection (LOP) against flooding to agricultural lands, public infrastructure, and low-density residences. DESCRIPTION OF DAMAGE: Two areas of damage occurred. The first area is an approximately 1,300 feet section of levee crown and slope damages with extensive scour damage. Scour damage was primarily located on the landward side with varying dimensions, including scour pockets with depths in excessive of 4 feet into the levee prism, but these scour pockets have since filled in. The second area, located adjacent to and eastward of the first, is an additional 600 feet of levee that was breached during the same high-water event, to which USACE performed emergency repairs upon. The combined length of both areas is approximately 1,900 feet. PROPOSED REPAIR: Repair In-Kind an approximate 1,300 linear feet section with slopes, materials, and other aspects brought in line with current engineering standards to restore performance goals and protection levels. Part of this levee (To Be Decided) feet will be straightened and reconstructed into a new alignment. No trees will be impacted at this site.
