This is a Firm Fixed-Price (FFP) Two (2) Phase Design-Build (DB) Construction Solicitation utilizing the Best Value Tradeoff Process. Contractors are requested to review requirements and instructions for a Two (2) Phase Design-Build (DB) selection in response to this Request for Proposal (RFP). This is PHASE I of the solicitation process. PHASE II of the solicitation w ill be issued as an amendment and only be available to those Offerors selected to advance from PHASE I to PHASE II. The estimated value of the proposed work is over $10,000,000.00. DESCRIPTION OF WORK: The work consists of furnishing all plant, labor, materials, and equipment, for designing and constructing the G.V. Montgomery Medical Center Parking Garage. The work consists of contractor providing the complete design and subsequent construction of a new parking garage. Construction will be on an existing parking lot; however, a third-party contractor will provide offsite parking during construction of new parking garage. The project includes the design and construction of a new parking garage of approximately 42,260 gross square foot (133’x122’) at the G.V. Montgomery VA Medical Center in Jackson, Mississippi that, at a minimum, includes the following: parking for up to 464 vehicles; ability to add up to two (2) more levels later; ADA parking stalls per local, state and federal regulations; landscaping and lighting; emergency communication and security system; parking management system with programmable LED signage; fire protection system per local, state, and federal regulations; antiterrorism features per FEMA-426/BIPS-06/October 2011, and betterments where feasible. The project also includes demolition/removal of existing items that are located within the footprint of the proposed parking garage. This includes, but not limited to, excavation required to construct the foundation, removal of asphalt, removal of concrete curb and gutter, and etc. Design of the structure shall meet the U.S. Department of Veteran Affairs design criteria for parking structures, site development, fire protection, elevator design, electrical design, and all other applicable design standards. The above-mentioned features shall be within the provided construction cost limitation of $11,500,000. The construction magnitude of this project will be More than $10,000,000.00.
