The site visits will be held prior to the solicitation being released. This notice confirms the site visit dates. The site visits are scheduled for Monday, 3 February 2020; Tuesday, 4 February 2020; and Wednesday, 5 February 2020. If you plan to attend the site visit please send a courtesy notice to Brent Hester, richard.b.hester@usace.army.mil, 601-631-5480. Site visit attendees are responsible for their own transportation. Attendance at the site visit is not mandatory to submit an offer. Offerors are highly encouraged to attend the site visit and inspect the sites where services are to be performed to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event, shall failure to inspect the site constitute grounds for a claim after contract award. The site visit on Monday, 3 February 2020 will start at 12:00 PM CST at the MVK Harbor located at 2449 Haining Road, Vicksburg, MS, 39180. The following locations will be visited during the Monday, 3 February 2020 site visit: MVK Harbor, Mat Sinking Unit, Lower Mississippi River Museum located in downtown Vicksburg, MS, and the Mat Casting Fields located in Delta, LA. Direction to locations outside of the MVK Harbor will be provided at the site visit. The site visit for Tuesday, 4 February 2020 will start at 11:00 AM CST at the Lake Chicot Pumping Plant located at 3740 Levee Road North, Lake Village, AR 71653. The site visit for Wednesday, 5 February 2020 will start at 12:00 PM CST at the Tensas Cocodrie Pumping Plant located at 10639 Highway 129, Monterey, LA 71354. This is a presolicitation notice for the The Vicksburg District's (MVK) of the U.S Army Corps of Engineers (USACE) requirement for armed security guard services. The services are required at various locations within the MVK area of responsibility which covers portions of Arkansas, Louisiana, Mississippi, and the Mississippi River. The locations/operations that require security guard services are: MVK Harbor located in Vicksburg, Mississippi; MVK Mat Sinking Unit which operates on the Mississippi River; Mat Casting Field located in Delta, Louisiana; Lake Chicot Pumping Plant in Lake Village, Arkansas; Tensas Cocodrie Pumping Plant in Monterey, Louisiana; Lower Mississippi River Museum located in downtown Vicksburg, Mississippi; and miscellaneous special events and emergency operations at locations within the MVK area of responsibility in support of MVK. The contract period of performance will be a base year, with four option years, and a six month option period for a potential period of performance of sixty-six months. The U.S. Army Corps of Engineers - Vicksburg District is soliciting Capability Statements from all qualified and interested potential 8(a) Small Business to participate in a solicitation to provide all labor, management, supervision, equipment, supplies and services necessary to provide high quality armed security guard services in support of MVK mission requirements at the MVK offices which include parts of Mississippi, Arkansas and Louisiana, and services will be performed on a motor vessel traveling up and down the Mississippi River 1 - 7 months each year as indicated in the attached Draft of Performance Statement of Work. The NAICS Code for the proposed acquisition is 561612, Security Guards and Patrol Services, and the small business size standard is $20,500,000.00. Under FAR guidelines, the prime contractor must have the capability to perform at least 50% of the contract work with his-or-her own employees. The Government anticipates awarding a contract for one base year and four option years using a Best Value Trade Off source selection process that will result in award of a firm fixed price and cost-plus fixed price type contract that will allow for an immediate direct response to unforeseen requirements such as emergencies and frequently changing security conditions. The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements, as indicated in this posting and the attached Scope of Work to submit a Capability Statement consisting of the information listed below. Appropriate documentation, literature, brochures, and past performance information with references should be included. Past performance documentation shall include contact names, as well as a description of the services provided, contract type (i.e., fixed price or cost), and dollar value. Proof of SBA certification for 8(a) must also be included. The company's CAGE Code and DUNS number shall be included with the submission. The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the company's ability to demonstrate existing or developed expertise and experience in relation to the areas specified in the Scope of Work. Any brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Vicksburg District in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. After completing its analysis, the Government will determine whether to limit competition among HubZone, Service Disabled Veteran, or 8(a) firms or proceed with competition among all small business firms or full and open competition.
