The Government intends to award a firm fixed price contract for books in support of the U.S. Army Corps of Engineers Learning Center (ULC). The Government intends to award a firm fixed price contract for books in support of the U.S. Army Corps of Engineers Learning Center (ULC). See attached RFQ Letter, Bill of Materials, Applicable Clauses, and Pricing Template. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W912DY24Q0001 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. In accordance with FAR 19.502-2, this is a total Small Business Set-Aside. This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award. Amendment 01 - The purpose of this amendment is to provide answers to contractor questions regarding the solicitation. Contractor questions and answers are provided via Attachment 4. Amendment 02- The purpose of this amendment is to extend the deadline for quotes until 3:00 PM central on 3 November 2023. Amendment 03- The purpose of this amendment is to revise the Bill of Material and the Pricing Template. The revised Bill of Material, dated 31 October 2023, is provided via revised Attachment 1. The revised Pricing Template, dated 31 October 2023, is provided via revised Attachment 3. Amendment 04- The purpose of this amendment is to clarify quote submission requirements. Vendors may use the Revised Pricing Template_FY24 ULC Book Purchase, REV01, dated 31 October 2023 or a vendor generated quote. Vendor generated quotes are required to have all the information included in the Revised Pricing Template_FY24 ULC Book Purchase, REV01, dated 31 October 2023. This includes the ISBN numbers (if listed) in the template. Quotes that do not specifically provide all information in the template will not be considered for award. All shipping cost shall be included in the price for each CLIN. There is no separately priced line item for shipping. Any additional lines included in the quote for shipping will render the quote non-responsive and remove it from consideration for award. The Revised Pricing Template_FY24 ULC Book Purchase, REV01, dated 31 October 2023 is recommended for use to avoid any discrepancies between what the Government is requesting and what the vendor is quoting. Amendment 05- The purpose of this amendment is to revise the Bill of Materials (BOM) and the pricing template. The picture provided in the BOM for CLIN 0015 was for an older version and there is an ISBN for this book. The book title for CLIN 0030 was listed incorrectly in the BOM and the pricing template. The revised Bill of Material, REV02, dated 8 November 2023, is provided via revised Attachment 1. The revised Pricing Template_FY24 ULC Book Purchase, REV02, dated 8 November 2023, is provided via revised Attachment 3.
