The objective of this project is to construct a one-story facility using a modular, prefabricated construction method at Ft Shafter, Hawaii.

The U. S. Army Corps of Engineers (USACE), Huntsville Center (HNC) plans to issue a Request for Proposal (RFP) for a Firm Fixed Price contract for construction of a 2,000 SF, one-story Sensitive Compartmented Information Facility (SCIF). This facility shall be a totally self-contained, modular construction that can be pre-fabricated and shipped or prefabricated and built on site. Work will be located at Ft Shafter, Hawaii. A summary of the scope is attached for additional details. The solicitation is anticipated for release in approximately four weeks and will contain the required technical information and a specific due date and time. The procurement will be conducted under the following parameters: Total Small Business Set-Aside NAICS 236220 – Commercial and Institutional Building Construction The cost magnitude of this project is between $1,000,000 and $5,000,000. The solicitation will be issued on the SAM Website at https://SAM.gov. There will be Controlled Unclassified Information (CUI) attachments for the solicitation which will not be posted on SAM. These CUI documents will be provided via the DoD SAFE site to interested vendors that meet security requirements. To receive CUI documents, interested vendors shall complete and submit the attached Statement of Affiliation (SoA) no later than 30 June 2021. Review of SoA responses may take up to 2 weeks at which time the Government intends to issue the solicitation on SAM and send the separate CUI documents via DoD SAFE to interested vendors that have cleared the security review. If a completed SoA has not been received by this office prior to 30 June, interested vendors may not have adequate time to review the full solicitation and submit a proposal. SoA’s may be submitted after this date. However, additional time will not be added to the solicitation for delays related to security review of SoAs submitted after this due date. It is the contractors' responsibility to check SAM for any posted changes. Contractors MUST be registered and current with the System for Award Management (SAM) database in order to receive a Government contract award. Below is a brief description of the work required to be performed. The objective for this contract is to provide all management, materials, labor, and equipment to construct a 2,000 SF, one-story Sensitive Compartmented Information Facility (SCIF). A SCIF is a U.S. Government–Accredited Facility where Sensitive Compartmented Information (SCI) can be stored, discussed, or electronically processed. This facility shall be a totally self-contained, modular construction that can be pre-fabricated and shipped or prefabricated and built on site with all mechanical (heat pump) and electrical utilities incorporated for a true plug and play facility that meets or exceeds ICD 705 (SCIF) standards for accreditation. This facility will not include any toilets or sewer connections but will require electrical connections and some site modifications such as fence addition, tree removal and concrete pavement /walks additions and modifications. This building shall be placed on a new foundation adjacent to an existing building that will allow for easy, underground electrical power connections from a nearby switchgear. Modular furniture shall not be a contract required but electrical outlets and power poles shall be designed for the furniture layout included in the scope of work or requested by the users during the design process.
