Description This is a non-personal services requirement. This is a "Best Value/Tradeoff Process" solicitation. Contracts resulting from the solicitation to the responsible offeror(s) whose proposal(s) represents the best value after evaluation in accordance with the factors and sub-factors in this solicitation. All services will be firm-fixed price (FFP), performance-based, commercial orders. Scope of Work The purpose of this acquisition is for the U.S. Army Engineering and Support Center, Huntsville (CEHNC) to procure Technical and Programmatic Support Services (TPSS). TPSS supports the Centers of Expertise for both Electronic Security Systems (ESS), Utility Monitoring and Control Systems (UMCS), Cyber, and Engineering Divisions. TPSS support includes: (1) providing quality oversight and management of cybersecurity projects, (2) developing criteria for how to implement cyber security across multiple agencies, (3) performing inventories of Facility Related Control Systems (FRCS) including medical systems, and assist multiple Department of Defense (DoD). Location As Centers of Expertise, CEHNC provides support to the Department of the Army, other DoD and non-DoD agencies located inside and outside the United States, as defined by the FAR 2.101. Specifically, locations will include Germany, Italy, Japan, Kwajalein, Guam, Netherlands, and South Korea. . Type of Contract and Period In accordance with (IAW) FAR 52.215-1, CEHNC intends to award FFP, Multiple Award Task Order Contracts (MATOC) Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts. The MATOCs will have a total shared capacity of $49M. The ordering period of 24-month base period with a 12-months option period for a total of 36-months, if the option is exercised. The only authorized ordering office is CEHNC. Pursuant 17.203(b), the Procuring Contracting Officer (PCO) will evaluate the options at the time of award.
