The DSMOA program is comprised of regulatory participants from 52 United States and Territories along with representatives from individual States, U.S. Air Force, U.S. Air Force BRAC, Army, U.S. Army BRAC, U.S. Navy, U.S. Navy BRAC, Department of Defense (DoD) Defense Logistics Agency (DLA), Defense National Stockpile Center (DNSC), and Formerly Used Defense Sites (FUDS) cleanup programs. There are approximately 2,200+ participants of individual States and DoD representatives. Environmental cleanup work, funding and reimbursement is coordinated on 1,640+ Joint Execution Plans (JEP) nationwide with the purpose of expediting installation cleanup efforts. The DSMOA Portal is the online website where the DSMOA program is administered. The Office of Secretary of Defense (OSD) delegated responsibility for the DSMOA program to the U.S. Department of Army (DA) and DA delegated responsibility for program execution to Headquarters, U.S. Army Corps of Engineers (HQ USACE), Huntsville Engineering and Support Center (CEHNC). The CEHNC, Environmental and Munitions Center of Expertise (EM CX) oversees the project management and general administration of the DSMOA Portal.
